SUBJECT: PARKING, STANDING AND STOPPING RESTRICTIONS ON
STONE MYERS PARKWAY AND WESTPORT PARKWAY
RECOMMENDATION:
City Council consider adopting an Ordinance amending Section 23-63, No Parking
Zones, Restricted Parking Zones of the City Code of Ordinances to establish parking,
standing and stopping restrictions on Stone Myers Parkway and Westport Parkway and
take any necessary action.
BACKGROUND:
Stone Myers Parkway and Westport Parkway have four travel lanes with no additional
pavement available for parking. Several citizens and Planning and Zoning Commission
members have expressed concerns over large trucks parking, standing or stopping in
the travel lanes and conducting loading and unloading operations. In addition to
occupying a travel lane, the vehicles restrict visibility and increase the potential for
accidents. Parking is already prohibited on both streets, and further restricting standing
and stopping will enhance traffic safety. The restrictions are proposed for the entire
street segments, for Stone Myers Parkway from State Highway 121 Service Road to
Prospect Lane and for Westport Parkway from Stone Myers Parkway to Euless -
Grapevine Road.
Staff recommends approval.

ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AMENDING THE GRAPEVINE CODE
OF ORDINANCES BY AMENDING CHAPTER 23 TRAFFIC,
SECTION 23-63 RELATIVE TO NO PARKING ZONES,
RESTRICTED PARKING ZONES; AUTHORIZING THE
ERECTION OF TRAFFIC REGULATION SIGNS; REPEALING
CONFLICTING ORDINANCES; PROVIDING A PENALTY OF
FINE NOT TO EXCEED THE SUM OF TWO HUNDRED
DOLLARS ($200.00) FOR EACH OFFENSE AND A
SEPARATE OFFENSE SHALL BE DEEMED COMMITTED
EACH DAY DURING OR ON WHICH AN OFFENSE OCCURS
OR CONTINUES; PROVIDING A SEVERABILITY CLAUSE;
DECLARING AN EMERGENCY AND PROVIDING AN
EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE,
TEXAS:
Section 1. That Chapter 23, Section 23-63, No Parking Zones, Restricted Parking
Zones of the Grapevine Code of Ordinances is hereby amended by amending the heading
to read as follows:
"Sec. 23-63. No -Parking Zones; Restricted Parking Zones; No Standing Zones; No
Stopping Zones."
Section 2. That Chapter 23, Section 23-63, No Parking Zones; Restricted Parking
Zones; No Standing Zones; No Stopping Zones of the Grapevine Code of Ordinances is
hereby amended by the following additions:
"On the following streets or portions of streets parking, stopping or standing shall
be restricted or prohibited, as indicated:
Anderson Gibson Road, both sides, no parking, from Grapevine Mills Boulevard
South to Grapevine Mills Circle.
Barton Street, west side, no parking, from the intersection of Barton Street and
Franklin Street to 110 feet north of the intersection of Barton Street and Franklin
Street.
Capitol Drive, north and south sides, no parking, from Municipal Way to Trinity
Parkway.
Commerce Street, east and west sides, no parking, from the intersection with
Industrial Boulevard north 490 feet to the Grapevine/Southlake city limit line.
Dove Loop Road, north and south sides, no parking, from Dove Road to Ruth Wall
Street.
Dove Road, north side, no parking, at the center line intersection of Park
Boulevard.
Franklin Street, north side, no parking, from the intersection of Barton Street and
Franklin Street to 25 feet west of the intersection of Barton Street and Franklin
Street.
Grapevine Mills Boulevard North, both sides, no parking, from Grapevine Mills
Circle to Farm to Market 2499.
Grapevine Mills Boulevard North, both sides, no parking, from Farm to Market
2499 to State Highway 121,
Grapevine Mills Boulevard South, both sides, no parking, from State Highway 26
to Grapevine Mills Circle.
Grapevine Mills Circle, both sides, no parking, in its entirety.
Gridiron Way, both sides, no parking, from State Highway 26 to Grapevine Mills
Circle.
Hanover Drive, north and south sides, no parking, from Main Street to Minter's
Chapel Road.
Industrial Boulevard, east side, no parking, for a distance of approximately 1,200
feet, starting at the north property line of 525 Industrial Boulevard and ending at the
south property line of 671 Industrial Boulevard.
Industrial Boulevard, north and south sides, no parking, from the intersection with
Nolen Drive east approximately 2,840 feet to the north line of the Heritage Industrial
Park Addition.
Industrial Boulevard, north and west side, no parking, for a distance of 425 feet,
starting at approximately 200 feet west of SH 114 Eastbound Frontage Road and
ending at 625 feet west and south of State Highway 114.
Industrial Boulevard, west side, no parking, for a distance of approximately 1,500
feet, starting at the north property line of 500 Industrial Boulevard and ending at the
south property line of 650 Industrial Boulevard.

Ira E. Woods Avenue (S.H. 26), north side, no parking, 1,950 feet east from
Mustang Drive to 2,020 feet east from Mustang Drive.
Lancaster Drive, east side of street, no parking, from College Street south for a
distance of 100 feet.
Lancaster Drive, west side of street, no parking, from College Street south for a
distance of 130 feet.
Mustang Drive, no parking, from State Highway 121 frontage road to South Main
Street, north and south sides.
Nolen Drive, east and west sides, no parking, from Grapevine/Southlake City Limit
line (Continental Drive intersection) north approximately 1500 feet to the terminus
of the cul-de-sac.
Panhandle Drive, east and west sides, no parking, from the intersection of Dove
Road and Panhandle Drive to 100 feet south of the intersection of Dove Road and
Panhandle Drive.
Pool Road, both sides, no parking, from Hall -Johnson Road to Ira E. Woods
Avenue (State Highway 26).
Stars and Stripes Way, no parking, both sides, from Farm to Market 2499 to
Grapevine Mills Circle.
Stone Myers Parkway, both sides, no parking, no standing, no stopping, from
State Highway 360 Service Road to its North Terminus.
Stone Myers Parkway, both sides, no parking, no standing, no stopping, from
State Highway 360 northbound service road to the State Highway 121 southbound
service road.
Tanglewood Drive, east side, no parking, from Mustang Drive south for a distance
of 250 feet.
Tanglewood Drive, west side, no parking, from Mustang Drive south for a distance
of 650 feet.
Trinity Parkway, east and west sides, no parking, from State Highway 114 frontage
road to Hanover Drive.
Westport Parkway, both sides, no parking, no standing, no stopping, from Stone
Myers Parkway to Grapevine Euless Road.
Wildwood, south side, no parking, from 240 feet west of Boyd Drive to Boyd Drive.

0tWoodbriar Drive, no parking, from Dove Road south for a distance of 50 feet, east
side."
Section 3. That the City Manager, or his designee, is hereby authorized to have
the proper traffic signs erected, constructed, and placed at such points along said
highways, streets or alleys, or portions hereof under construction, maintenance or repair
so that travelers will be reasonably notified of said traffic regulations.
Section 4. That all ordinances or any parts thereof in conflict with the terms of
this ordinance shall be and hereby are deemed repealed and of no force or effect;
provided, however, that the ordinance or ordinances under which the cases currently filed
and pending in the Municipal Court of the City of Grapevine, Texas, shall be deemed
repealed only when all such cases filed and pending under such ordinance or ordinances
have been disposed of by a final conviction or a finding not guilty or nolo contendere, or
dismissal.
Section 5. Any person violating any of the provisions of this ordinance shall be
deemed guilty of a misdemeanor and upon conviction thereof shall be fined in a sum not
to exceed Two Hundred Dollars ($200.00) and a separate offense shall be deemed
committed upon each day during or on which a violation occurs or continues.
Section 6. If any section, article, paragraph, sentence, clause, phrase or word in
this ordinance, or application thereto any person or circumstances is held invalid or
unconstitutional by a Court of competent jurisdiction, such holding shall not affect the
validity of the remaining portions of this ordinance; and the City Council hereby declares
it would have passed such remaining portions of the ordinance despite such invalidity,
which remaining portions shall remain in full force and effect.
Section 7. The fact that the present ordinances and regulations of the City of
Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the public creates an emergency which requires that this ordinance
become effective from and after the date of its passage, and it is accordingly so ordained.
