ENGINEERING SERVICES CONTRACT AMENDMENTS # 1 & 2
— CHURCH & DOOLEY STREETS
City Council consider approving Amendments # 1 & 2 to the Engineering Services
Contract with HDR Engineers, Inc. in the amounts of $ 13,350 and $ 13,791 respectively
for the design of the Church and Dooley Streets Improvements, authorize staff to
execute said amendments, and take any necessary action.

City Council approved the original contract with HDR, Inc. for the design of the paving
and drainage facilities on Church Street in an amount of $ 167,574 on February 15,
2000. Council subsequently amended the Church Street Design Contract on October
17, 2000 to include the design of the Dooley Street Improvements from College Street to
Dallas Road at a cost of $ 64,215.

On October 3, 2001, Staff approved Amendment # 1 to the design contract in an amount
of $ 13,350 for the additional services to adjust the alignment of the Dooley Street
crossing of the railroad. This adjustment improved the safety of the crossing by
reducing the skew of the crossing through the use of the newly acquired right-of-way
from the Dooley Estates subdivision located in the northeast quadrant of the railroad
crossing.
During the development of the Church Street plans, staff has made some changes to
the construction plans that have required the consultant to rework their design and
construction plans including paving plans, profile, cross sections and drainage plans.
Most notable has been the decision to collect all storm water north of College Street and
discharge the flows through the Housing Authority drainage system being constructed
with this project. The natural flow of stormwater at the north end of Church Street is
north to Wall Street and west along Wall Street to Morehead Branch. This is virtually all
surface flow. With the construction of Church Street, most of the stormwater will be
contained in an underground system.
A continuation of this underground system west across the front of Joe Wright's
compound to Morehead Branch would require approximately 1,070 feet of underground
drain line. This line would be in addition to the planned central drainage system through
the housing authority to Morehead Branch. By collecting the north drainage and
... directing it south to the central system, we save the cost of an additional line to
Morehead Branch.
Additional changes have come from curb material adjustments and roadside ditch
modifications on Church Street.
Also included in Amendment # 2 is additional work for the Dooley Street Project required
to coordinate the development of the railroad crossing plans with DART and their
designated agent Fort Worth & Western RR (FWWR). FWWR manages the freight
rights on the rail line and all construction of facilities must comply with FWWR's
specifications. FWWR requires that only their approved contractors may work on their
rails and crossings.
Our construction contract documents and construction plans will have to be modified to
include the requirement that only approved rail contractors may be utilized on the
crossing work and that the construction of the new rails at the crossing must comply with
FWWR's specifications.
Staff feels this is a reasonable proposal for the added scope of work that HDR
Engineers has been requested to incorporate in their existing contract scope of work.
