SUBJECT: CONSTRUCTION OF MAIN STREET INiPROVEP;IENTS
This project was publicly advertised and bids were opened on May 1, 2001. Two bids were
received with total bid prices as foiows:
Sunmount Corporation $ 2,628,567.75
J.L. Bertram $ 2,759,173.75
Since the bid openings, Staff has developed five alternatives for the Council's
consideration as follows:
ALTERNATIVE ## 1 — FALL IPAPr` CVEMIENTS PROGRAM AS BID
This alternative is the full improvements program publicly bid. The alternative:
• Eliminates the steep crown in the pavement cross slope,
• Provides improved access to parked cars along the curb
• Provides improved safety for pedestrians, especially the elderly, crossing the roadway.
• Includes underground drainage to collect the stormwater runoff along the west side of
the roadway and convey it to the west
• Includes a significant beautification element for Main Street with lighting modifications
and additions, landscaping, irrigation, banner poles and trees.
• Adds significant elements to enhance the festivals held annually on Main Street
including water and electric power facilities to be placed down the center of the
roadway.
• Includes underground vaults upon which vertical pedestals can be attached for festival
events.
• Provides pedestals will provide above ground electric power and water connections for
the vendors down the center of the street.
• Eliminates the mass of extension cords and water hoses crisscrossing the vendors
areas and the main walkways for the pedestrians and
• Provides a much safer and more appealing festival setting.
This alternative also involves multiple conditions imposed on the contractor by the City.

Paving removal, subgrade preparation and Asphalt paving construction completed in 22
consecutive days
Two lanes of traffic maintained at all time during the day
Parking removed on Main Street only during the 22 consecutive days of paving
reconstruction.
COST - $ 2,628,567.75

This alternative includes the construction of the electric line down the center of the street
by contract, milling down the crown in the street by approximately 2 inches utilizing an
existing annual contract, and overlaying the roadway with a new 2" HMAC surface course
by Public Works crews.
COST - ESTIMATED $ 700,000.00
ALTERNATIVE # 3 - PAVING ELECTRICAL AND DRAINAGE IMPROVEMENTS
This alternative includes the reconstruction of the pavement in accordance with the original
bid documents resulting in a continuous cross -slope from east to west. Additionally, the
planned 1,700 foot long underground drainage system along the west side of the roadway
with 15 inlets and the 2,100 foot long electric power line down the center of the street with
23 vaults and pedestals for use during the festivals on Main Street is contained in this
alternative. The work will be performed by the low bidder for the complete project.
COST - $ 1,749,500.00
ALTERNATIVE # 4 — ALTERNATIVE # 3 PLUS STREET LIGHTING
This alternative includes everything in Alternative # 3 plus relocation of 12 existing street
lights, the addition of 8 new street lights and the retrofitting of 19 street lights, all to include
power outlets for illuminated Christmas wreaths in accordance with the original bid
documents. The work will be performed by the low bidder for the complete project.

This alternative includes everything in Alternatives# 3 & 4 plus the addition of 10 banner
poles each with a cantilevered street light and electric power outlets and 10 banner poles
without street lights but with electric power outlets spaced along both sides of the road over
a distance of 1,750 feet from College Street to Wall Street. These 10 pairs of banner poles
provide for the lighted Christmas decorations including wreathes, lighted garland and
reindeer in accordance with the original bid documents for banners on the individual poles,
banners spanning the roadway and Christmas lighting. The work will be performed by the
low bidder for the complete project.
COST - $ 2,193,000.00
Funding is available for any of the alternatives selected by the Council. Should the Council
select any one of the alternatives, the work can be completed prior to Grapefest. Of course
the Council also has the option of rejecting the bids, directing staff to put together new
bids, re -bid the project at a later date and schedule construction for the summer of 2002.
