SUBJECT: CONSTRUCTION OF MAIN STREET IMPROVEMENTS
This project was publicly bid and bids were opened on May 1, 2001. Two bids were
received with total bid prices as follows:
Sunmount Corporation $ 2,628,567.75
J.L. Bertram $ 2,759,173.75
The two bids exceed the costs that staff and our consultant feel are reasonable and could
be supported.
The Main Street project involves significant coordination efforts by the contractor. In
addition to the 21 day time limit for the actual paving removal and replacement, there are
a number of additional elements to the project that requires the contractor to closely
coordinate. The placement of drainage, water, irrigation, lighting, electrical and traffic
signal underground facilities within the pavement areas while maintaining two lanes of
traffic and on street parking is a scheduling challenge and entails multiple mobilizations of
crews and equipment.
The contractors across the metroplex have all experienced scheduling problems this spring
due to the rain. The weather has thrown all of them behind schedule on their existing
projects and leaves little in resources that they can commit to this project. This situation
is evident from the lack of bids received and the premium proposed in the bids to cover the
added costs of hiring additional crews and renting additional equipment.
Staff is reviewing the bids and discussing means to reduce the project cost with the low
bidder. We will provide a written report to the Council by Monday afternoon, May 14, 2001
and will present the final recommendation to the Council on May 15, 2001 to approve a
modified bid or to reject all bids.
