1. Mr. Ronald Hamm, the applicant, is platting this 7.778 acre site for a Hummer
dealership. This property is located east of the State Highway 121 frontage
road and west of Stone Myers Parkway on the north side of Prospect
Parkway (Old Arlington -Grapevine Road).
2. The site is currently undeveloped.
II. STREET SYSTEM:
1. This site has access to State Highway 121, Stone Myers Parkway and
Prospect Parkway (Old Arlington -Grapevine Road).
2. There is a 90 -foot Major Investment Study (MIS) setback on the plat for the
future widening of State Highway 121.
3. Future extension of Stone Myers Parkway will extend North from the existing
intersection of Stone Myers and Prospect Parkway.
4. There is a 40 -foot Access/ Utility Easement that runs northeast along the
east side of the property. This easement will be present until Stone Myers is
extended to provide an alternative access route.
5. The City, with Developer participation from Patsy Smith, Mary Stone Myers
and 114 Partners is constructing all of Prospect Parkway at the present time.
III. STORM DRAINAGE SYSTEM:
1. This site drains in a southeasterly direction toward the Prospect Parkway and
Stone Myers Parkway intersection, and also south towards the Prospect
Parkway and State Highway 121 intersection.
2. The developer will be required to design for on site and off site drainage in
accordance with the City of Grapevine Code of Ordinances.

IV. WATER SYSTEM:
There is an existing 10 -inch water line located along the south right-of-way
of Prospect Parkway from Stone Myers Parkway to the State Highway 121
Frontage Road.
2. The developer is proposing to extend a 10 inch water line parallel to State
Highway 121 frontage road which will connect with Lot 1, Block 1(Vette
Addition) looping back to Stone Myers Parkway with that project.
3. The developer will be required to construct a public water distribution system
necessary to meet domestic and fire protection needs of this development.
4. The extension of the 10 -inch water distribution system to the site is adequate
to serve the domestic and fire protection needs of this site and future
surrounding developments.
V. SANITARY SEWER SYSTEM:
1. There is an existing 21 -inch sewer main that flows generally north to south
and follows the existing Old Arlington -Grapevine Road on the east (Stone
Myers Parkway) and south (Prospect Parkway) border of the property.
2. The existing sanitary sewer collection system is adequate to serve the needs
of this site and future surrounding developments.
VI. MISCELLANEOUS:
1 Water and Wastewater Impact Fees are due prior to the release of Building
Permits. The current fee is $45,857.58 ($5,402.00 per acre x 7.778 acres).
2. Prospect Parkway paving and drainage project has been funded.
VII. STATEMENT OF FINDINGS:
A. The City has determined that the right-of-way required to be dedicated for
streets, utilities, drainage and other municipal needs and services are
consistent with the City's ordinances and master plan, are reasonable and
are connected to the proposed project in the following manner:
1. The utility easements dedicated by this plat are necessary to provide
for public and franchised utility service to this and surrounding
developments.
2. The drainage easements dedicated by this plat are necessary to
provide for the conveyance of storm water run-off.

3. The right-of-way dedicated by this plat is necessary to provide for the
development of the surrounding transportation system.
B. The City further finds that the required dedication is related both in nature and
extent to the impact on the proposed development as follows:
1. The utility easements dedicated by this plat will allow for public and
franchise utilities to serve this development and surrounding sites.
2. The drainage easements dedicated by this plat will allow for the
conveyance of storm water run-off.
3. The right-of-way dedicated by this plat will allow for the development
of the surrounding transportation system.
4. All of the dedications benefit the development to at least the extent of
the impact of such on the development.
VIII. RECOMMENDATION:
The members of the City Council and The Planning & Zoning Commission
consider the following motion:
"Move that the City Council (Planning and Zoning Commission) approve the
Statement of Findings and the Final Plat Application of Lot 1, Block 1,
Classic Hummer."
