SUBJECT: PROPOSED PERMIT FEES INCREASE
RECOMMENDATION:
Staff recommends Council consider amendments to Chapter 7 of the Grapevine Code of
Ordinances relating to permit fees, and take any necessary action.
BACKGROUND:
The Building Department has not increased Building Permit Fees since 1987. The City
of Grapevine building permit fees are lower than those assessed by many area cities.
Staff proposes the adoption of the fee schedule from the 1994 Uniform Building Code. In
most cases, the new plan review and building permit fees would approximately double
the amount of our current fees.
In order to avoid an applicant's attempt to use lower than actual project valuations, Staff
also proposes use of 'Building Standards' tables. The International Conference of
Building Officials publishes a periodical called "Building Standards" which provides
tables based on regional empirical construction costs. In order to assess uniform fees,
this proposal should enable the building department to assign the published project
valuation from "Building Standards" when it is higher than the claimed valuation.
The proposal also includes an increase in Certificate of Occupancy fees from $25.00 to
$50.00. Since Certificates of Occupancy involve a great deal of Staff time, the new fee
is justified. Fence permits would be raised from $10.00 to $21.00.
Staff is often asked to release 'partial permits' or `foundation only' permits for projects.
These are usually released prior to full permit approval (often before full plan submittal),
in order to facilitate the customers' project needs. However, the partial permits add time
and paperwork to the normal process. A 10% fee for early releases or partial permits is
proposed to recover the added cost.
Lastly, our current mechanical and plumbing fee schedules are very difficult and time
consuming to use for Staff, and more importantly, our customers. We are proposing a
fee schedule based on project square footage for new projects and additions. We have
historically calculated only the electrical permit fee using this approach.

Alterations and small 'simple trade permits' will use a revised fee schedule based on the
contract amount for the work to be done. The new fees will also make the cost the same
for plumbing, mechanical, and electrical contractors. It is anticipated that overall fees for
mechanical, electrical, and plumbing permits will increase approximately 14% with the
new fees.
As proposed, the fee increases will take effect on October 1, 2001. This delay in the
effective date will give the City time to notify the contractors impacted by the change in
rates.
This item was presented to City Council at their June 19, 2001, workshop.

OF GRAPEVINE, TEXAS AMENDING THE GRAPEVINE
CODE OF ORDINANCES BY AMENDING CHAPTER 7
BUILDINGS AND CONSTRUCTION, ARTICLE 1,
SECTION 7-3; ARTICLE 111 ELECTRICAL CODE,
SECTION 7-81; ARTICLE IV FENCES, SECTION 7-123;
ARTICLE VI MECHANICAL CODE, SECTION 7-151;
ARTICLE Vill PLUMBING CODE, SECTION 7-177,
REGARDING PERMIT FEES, PROVIDING
AMENDMENTS TO SAME, REPEALING CONFLICTING
ORDINANCES; PROVIDING A SEVERABILITY CLAUSE;
PROVIDING A PENALTY NOT TO EXCEED TWO
THOUSAND DOLLARS ($2,000.00) FOR EACH
SEPARATE OFFENSE AND A SEPARATE OFFENSE
SHALL BE DEEMED COMMITTED UPON EACH DAY
DURING OR ON WHICH A VIOLATION OCCURS;
DECLARING AN EMERGENCY AND PROVIDING AN
EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE,
TEXAS:
Section 1. That Chapter 7 Buildings and Construction, Article I In
General, Section 7-3, Amendments, Table 1-A is hereby amended in its entirety
and replaced by the attached Exhibit "A".
Section 2. That Chapter 7 Buildings and Construction, Article III
Electrical Code, Section 7-81, Fee Schedule is hereby amended in its entirety to
read as follows:
"Sec. 7-81. Fee Schedule.
(a) Permit or inspection fees to be charged for any electrical work in
the City shall be as shown in the attached Exhibit "B".
Section 3. That Chapter 7 Buildings and Construction, Article IV
Fences, Section 7-123, Fee, is hereby amended in its entirety to read as follows:
"Sec. 7-123. Same — Fee
(a) The fee for issuance of fence construction permits shall be $21.00."
Section 4. That Chapter 7 Buildings and Construction, Article VI
Mechanical Code, Section 7-151, Amendments to Code, shall be amended by
the addition of Table I -A attached hereto as Exhibit "B".
Section 5. That Chapter 7 Buildings and Construction, Article VIII
Plumbing Code, Section 7-177 Amendments to Plumbing Code, Table No. 3-A
Plumbing Permit Fees, is hereby amended in its entirety and replaced by the
attached Exhibit "B".
Section 6. That all ordinances or any parts thereof in conflict with the
terms of this ordinance shall be and hereby are deemed repealed and of no force
or effect.
Section 7. Any person violating any of the provisions of this ordinance
shall be deemed guilty of a misdemeanor and upon conviction thereof shall be
fined in a sum not to exceed two thousand dollars ($2,000.00) and a separate
offense shall be deemed committed upon each day during or on which a violation
occurs or continues.
Section 8. If any section, subsection, sentence, clause or phase of this
ordinance shall for any reason be held to be invalid, such decision shall not affect
the validity of the remaining portions of this ordinance.
Section 9. The fact that the present ordinances and regulations of the
City of Grapevine, Texas are inadequate to properly safeguard the health, safety,
morals, peace and general welfare of the inhabitants of the City of Grapevine,
Texas, creates an emergency for the immediate preservation of the public
business, property, health, safety and general welfare of the public which
requires that this ordinance shall become effective from and after the date of its
passage, and it is accordingly so ordained.
2001. Section 10. That the effective date of this ordinance shall be October 1,
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, on this the 17th day of July, 2001.
