LOT 1, BLOCK 4, KELLY ADDITION
I. GENERAL:
1. The applicant, Mr. David McMahan of Four Peaks Development Inc., is
platting this site for the development of multi -family residences.
2. This 3.014 acre site is located between Wildwood Drive, Dove Loop Road,
Dooley and Michol Streets.
3. This proposed site is currently undeveloped.
II. STREET SYSTEM:
1. The developer is proposing access to the site off of Michol Street.
2. The developer is dedicating right of way along Wildwood Drive in order to
create a 50 -foot right of way width for Wildwood Drive along the property
frontage.
3. The developer is dedicating a pedestrian access easement along Dove Loop
Road for the City's development of the hike and bike trail along Dove Loop
Road.
4. Sidewalks will be required along Dove Loop Road, Wildwood Drive and
Michol Street with this development.
III. STORM DRAINAGE SYSTEM:
1. The developer is proposing to tie the onsite drain system into an existing 42"
RCP pipe along Dooley Street and an existing 24" RCP pipe along Dove
Loop Road.
2. The developer will be required to design for on site and off site drainage in
accordance with the City of Grapevine Code of Ordinances.
IV. WATER SYSTEM:
1. An 8- inch water line is located on the east side of Dooley Street, a 6 -inch
waterline is located on the north side of Dove Loop Road, and a 8 -inch
waterline is located on the south side of Wildwood Drive.
2. The developer will be required to design for on site water service
requirements in accordance with the City of Grapevine Code of Ordinances.
3. The existing water distribution system is adequate to serve the development
of this site.
V. SANITARY SEWER SYSTEM:
1. A 24- inch sanitary sewer line is located along the west side of Dooley Street
and along the south side of Dove Loop Road.
2. The developer will be required to design for on site sanitary sewer service
requirements in accordance with the City of Grapevine Code of Ordinances.
3. The developer is dedicating a 10 -foot sanitary sewer easement along Dooley
Street for the future construction of a 14 -inch force main for the Opryland Lift
Station.
4. The existing sanitary sewer collection system is adequate to serve the
development of this site.
VI. MISCELLANEOUS:
1. Water and Wastewater Impact Fees are due prior to the issuance of any
building permits. The current fee is $740.00 per multi -family unit.
2. An 864 square foot segment of the Dooley Street and Wildwood Drive right-
of-way is proposed to be abandoned for this platting.
3. The 864 square foot segment will be retained as a utility easement.
VII. STATEMENT OF FINDINGS:
A. The City has determined that the right-of-way required to be dedicated for
streets, utilities, drainage and other municipal needs and services are
consistent with the City's ordinances and master plan, are reasonable and
are connected to the proposed project in the following manner:
1. The right-of-way dedicated by this plat is necessary to provide for the
future expansion of the public transportation system to serve this and
surrounding developments.
2. The on site utility easements are necessary to provide for public and
franchised utilities to this site and surrounding development.
3. The on site drainage and access easements are necessary to allow
for public access as well as storm drainage through this site.
B. The City further finds that the required dedication is related both in nature and
extent to the impact of the proposed development as follows:
1. The on site utility, access and drainage easements are consistent with
the City's policies of easement dedication where there are existing
utilities, where future utilities would be located, and along necessary
drainage patterns.
2. All of the dedications benefit the development to at least the extent of
the impact of such on the development.
VII. RECOMMENDATION:
1. The members of the City Council and The Planning & Zoning Commission
consider the following motion:
"Move that the City Council (Planning and Zoning Commission)
approve the Statement of Findings and the Preliminary Plat
Application of Lot 1, Block 4, Kelley Addition."
