The Contract for the construction of the Grapevine Public Library improvements was
awarded to general contractor, T.W. Foster, Inc. by the City Council on April 18, 2000. The
July 31, 2001 (12:49PM)
Notice to Proceed for the project was issued on May 30, 2000. The original time allotted for
v' the contract was 390 days.
The construction of Phase One (the new addition) was completed June 12, 2001 and the
Library opened for public service on Wednesday, June 13, 2001. Phase Two (renovation
of the old library and interconnection with all of Phase One) is scheduled to be completed
by October, 2001.
Change Order No. 7 specifically includes 11 items (A through K). All items will be paid
from the Construction Contingency allocation.
Item A is a credit of $4,875.00 to the City from TW Foster for the purchase of asphalt used
in the construction of the new Library Access Road. The Contractor was required to
construct a temporary access road for the construction of the project. However, City crews
constructed the road with materials provided by the Contractor per an agreement reached
at a later date.
Item B is the installation of glass doors in lieu of solid -core wood doors for the five study
rooms in Phase Two. The Library Director requested this change for security purposes.
The cost of this substitution is $4,308.49.
Item C is the installation of additional Marlite wood end panels to the circulation and
reference desks. The cost for this item is $910.81.
Item D is the installation of irrigation related devices necessary for the Irrigation System.
The cost for this item is $5,795.92.
Item E is for additional labor and installation of equipment, conduit and junction boxes
necessary for the completion and total system integration of the telephone, data and fiber
optic delivery system connecting the Library, Convention Center and Community Activities
Center. The cost for this item is $4,552.65.
Item F is a $5,740.77 reimbursement to TW Foster, the contractor, from the City for
modifications pertinent to the scope of surveying and architectural services. These costs
will be recouped from the Architect for errors in the plans. City involvement is required due
to lack of contract between Contractor and PSA Architects. Since PSA Architects does not
have a contractor, the City is involved.
Item G is the furnishing of materials and labor to install a water line to serve Roof Top Unit
#10 humidifier and the installation of two roof top water hydrants. The hydrants are
necessary for the periodic cleaning of the RTU coils. The cost for this item is $4,404.00.
Item H is for the miscellaneous items that were necessary to get Phase One of the building
operational for the opening on Wednesday, June 13, 2001. These items consist of the
relocation and installation of electrical devices including, doorbell, isolated ground quad

receptacle in computer room, 50A circuit to stove, fixture in electrical room and Room 114
switch. The cost for this item is $1,168.82.
Item I is the furnishing of materials and labor to install marble thresholds at the transition of
restrooms, sickroom and hallways, installation of "Teen Zone" plastic explosion -proof lens
covers, two "Check Point" cabinets, Friends' Closet floor tile and Program Room corner
guards and doors. The cost for this item is $2,698.42.
Item J is the labor and materials required for the extension of the 80' glass wall between
the Children's Area and the General Collection. The cost for this item is $519.98.
Item K is the furnishing of materials and labor to install specified landscape changes
including installation of Purple Winter Creeper and Jute netting in lieu of hydro -mulch. The
cost for this item is $4,398.19.
Change Order No. 7 totals $29,623.05.
Staff recommends approval.

GRAPEVINE LIBRARY: CHANGE ORDER #7, ITEM A, ACCESS ROAD CREDIT
TW Foster, (Jim Butler) voiced concern early on in the project, (July -August 2000) that the contract requirement to
construct a typical construction type access road would not be in the best interest of the project, due to the longevity of
the project and the amount of heavy construction vehicles utilizing the access road. The City of Grapevine staff agreed
and further voiced concern the typical construction access would routinely have to be maintained to be effective due to
the volume of heavy construction traffic. Moreover, the temporary construction access would transition to become the
main public access for library patrons during the phase II portion of the project.
Therefore, TW Foster and the City of Grapevine agreed on the following conditions regarding the construction of the
Library Access Road on the southeast corner of the project. TWF was originally required by the contract to construct a
» temporary construction access road approximately 700 LF x 20' wide x 8" minimum depth. In lieu of this temporary
)access road, TWF and COG agreed that TWF would purchase asphalt material to cover the entire length of access road
." at 27' width by 2" depth and the COG would provide the base material and all installation labor. The installation of this
asphalt road would not be scheduled until the conclusion of the portion of the construction project requiring concrete
trucks and other heavy construction traffic.
The COG would receive a credit from TWF in the amount of $4,875.00 for the purchase of the asphalt material.
