DESIGN CONTRACT AMENDMENT # 1 & 2 — ELEVATED
STORAGE TANK
City Council consider approving Amendments # 1 & 2 to the Engineering Services
Contract with Freese & Nichols, Inc. for the elevated Storage Tank Project in an amount
of $ 9,500.00 and $49,000.00 respectively, authorize staff to execute said amendments,
and take any necessary action.

BACKGROUND:
City Council approved the original contract with Freese & Nichols, Inc. for the design of
the elevated storage tank in an amount of $ 143,900.00 on March 28, 2000. Staff
August 1, 2001 (2:38PM)
subsequently approved Amendment # 1 to the contract in the amount of $ 9,500.00 on
01- July 11, 2000 for Cybernet modeling of the City's water system.
The City Manager has asked the Public Works Staff to develop a plan for providing more
storage space for City records. Staff has discussed the possibility of utilizing the tank
column for records storage with Freese and Nichols. In addition, Staff has toured similar
tanks in adjoining communities. The circular column can provide two elevated floors for
climate controlled storage of City records or other uses with a total anticipated area of
4,900 square feet. The currently overcrowded records storage facility in the Service
Center contains 945 square feet.
The added cost for these floors is estimated to be $444,000 or approximately $91 per
square foot. This cost falls below the $95 to $145 per square foot cost we have
experienced with our recent building construction or expansion projects.
As outlined in the attached Freese & Nichols letter, the added cost of $49,000 maintains
the contract below the Consultant Engineering Council median compensation guidelines
and engineering fee curves. The added scope of work includes heating, cooling,
ventilation, humidity control, lighting, stairways, plumbing, an elevator, building and fire
code compliance as well as ADA compliance.
Staff recommends approval.

GENERAL GOVERNMENT CAPITAL PROJECTS
2 Million Gallon Elevated Storage Tank
Design and construction of a 2 million gallon elevated water storage tank to be located in the North Central Section
of the City. This elevated storage tank is required to meet State Board of Insurance and TNRCC design criteria.
The additional storage will also help meet peak day demands without increasing plant capacity or pumping
capacity.

Additional Services
Dear Mr. Laster:
we have
reviewed your request to include additional floors, an
elevator
and other appurtenances necessary to prepare the new
elevated
storage tank for city record storage. The revised scope
includes
the following:

Add two additional floors to the tank support
structure- Each floor will be designed with a floor
loading of 300 pounds per square foot.
2.
Add heating, cooling and ventilation to each floor for
temperature and humidity control of the floored areas
beneath the water tank. The ground floor will include
heating and cooling but will be thermostated as a
different zone to account for periods of time when the
truck door would remain open.

Provide additional lighting to each floor to meet code
requirements for record storage areas.
4—
Provide stairs and enclosures for floor to floor
stairs. The stairs will be enclosed to meet fire code
requirements as well as temperature zoning.
5.
Provide mechanical chases and piping as necessary to
for future plumbing fixtures that may require water and
sanitary drain supply,
6.
Add plans, details and specifications for a 4,500 pound
service elevator. The elevator cab will be
hydraulically lifted from the ground floor to each of
the record storage floors.

7. Provide taps to the riser pipe for fire sprinkler
system.
In order to accomplish the additional design, we will provide the
additional specifications and drawings. The additional drawings
include:
a. Approximately seven architectural drawings.
b. Approximately five mechanical drawings to delineate the
HVAC and plumbing features.
C. Six additional electrical plan and detail sheets to
delineate the additional needs for HVAC, lighting, and
electrical power.
We respectfully request an amendment to our contract in the
amount of $49,000.00. We will begin work on this additional scope
upon your approval and notice to proceed. We estimate that we
can complete all design within four weeks of your notice. ,
For your convenience, we have enclosed the following information
pertaining to our fee, the tank and the additional floors.
Should you have any questions, we will be glad to meet with you
and discuss our proposal.

• Additional considerations
- ADA Code Compliance will be required which governs
employee access, lighting, stair requirements, and plumbing

- Storage requirements will require 300 pound floor loading
capacity as well as HVAC sufficient to maintain a
temperature of 70 degrees and a humidity level of 50%. HVAC
will zoned to account for open doors during document storage

and retrieval. The vertical clear space on the upper two
floors will be fourteen feet.
- Fire protection and warning systems will be required for
record storage areas.
- A service elevator rated at 4,500 pounds will be included
to move documents and personnel to the upper two floors.
The elevator will be specified to meet elevator Codes.
- The structure will be designed to meet current City of
Grapevine Building Codes.
