GENERAL: 1. The applicant, Mr. Robert Schneeberg of Gonzalez and Schneeberg Engineers, is platting this site to create two lots. Lot 9R1 is proposed for the development of a rock climbing facility. 2. This 2.31 acre site is located at the south of Tinseltown along Mustang Drive, west of Stacy Furniture. 3. This proposed site is currently undeveloped. II. STREET SYSTEM: 1. The two lots have access to Mustang Drive and public access easements within Metroplace Addition. h 2. There is no right-of-way dedication required at this time. Ill. STORM DRAINAGE SYSTEM: 1. The existing storm drainage system collects onsite runoff and conveys the storm water runoff to the south towards Dallas- Fort Worth International Airport property. 2. The developer will be required to design for on site and off site drainage in accordance with the City of Grapevine Code of Ordinances. IV. WATER SYSTEM: 1. An 8- inch water line stubout is located on the east side of Cinemark Addition. The developer will be required to extend an 8—inch water line through the southern boundary of Lots 9R1 and 16 from the water line stubout to provide a looped water system for the domestic and fire protection needs. 2. The proposed water distribution system is adequate to serve the development of this site. V. SANITARY SEWER SYSTEM: There is a 12- inch sanitary sewer line behind Cinemark Addition. This sanitary sewer line is located in the public utility easement along the northern boundary of these two lots. 2. The existing sanitary sewer collection system is adequate to serve the development of this site. VI. MISCELLANEOUS: Water and Wastewater Impact Fees are due on the currently undeveloped portion of the property prior to the issuance of any building permits. The current fee is $ 5,402 per acre. VII. STATEMENT OF FINDINGS: A. The City has determined that the right-of-way required to be dedicated for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan, are reasonable and are connected to the proposed project in the following manner: The on site utility easements are necessary to provide for public and franchised utilities to this site and surrounding development. 2. The on site drainage and access easements are necessary to allow for public access as well as storm drainage through this site. B. The City further finds that the required dedication is related both in nature and extent to the impact of the proposed development as follows: The on site utility, access and drainage easements are consistent with the City's policy of easement dedication where there are existing utilities, where future utilities would be located, and along necessary drainage patterns. 2. All of the dedications benefit the development to at least the extent of the impact of such on the development. Vill. RECOMMENDATION: 1. The members of the City Council and The Planning & Zoning Commission consider the following motion: "Move that the City Council (Planning and Zoning Commission) approve the Statement of Findings and the Final Plat Application of Lots 9R1 and 16, Block 6, Metroplace 2ND Installment."
