GENERAL: 1 The applicant, Mr. Frank Rolfe of Grapevine Estates LP is platting this site to sell the existing house on the property. 2. This .0825 acre site is located south of Lipscomb Drive and Forest Street. 3. This proposed site is currently developed with a mobile home park and a house. 11. STREET SYSTEM: 1. The site has access to Lipscomb Drive and Forest Street. Ill. STORM DRAINAGE SYSTEM: 1. The site drains to the west into Farris Branch. 2. The existing storm drainage system is adequate to serve the development of this site. IV. WATER SYSTEM: 1. A 3- inch water line is located in Lipscomb and Forest Street. 2. The existing water distribution system currently serves the developments on this site. V. SANITARY SEWER SYSTEM: 1. A 6- inch sanitary sewer line is located in Forest Street. 2. The existing sanitary sewer collection system is adequate to serve the development of this site. OAAGEN DA\08-21 -01 \Lucas1ots5br5crb1k6—F.doc V1. STATEMENT OF FINDINGS: A. The City has determined that the right-of-way required to be dedicated for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan, are reasonable and are connected to the proposed project in the following manner: The on site utility easements are necessary to provide for public and franchised utilities to this site and surrounding development. 2. The on site drainage and access easements are necessary to allow for public access as well as storm drainage through this site. B. The City further finds that the required dedication is related both in nature and extent to the impact of the proposed development as follows: 1. The on site utility, access and drainage easements are consistent with the City's policies of easement dedication where there are existing utilities, where future utilities would be located, and along necessary drainage patterns. 2. All of the dedications benefit the development to at least the extent of the impact of such on the development. VII. RECOMMENDATION: The members of the City Council and The Planning & Zoning Commission consider the following motion: "Move that the City Council (Planning and Zoning Commission) approve the Statement of Findings and the Final Plat Application of Lots 5R1 and 5R2, Block, W.C.
