SUBJECT: WORKSHOP ON TRAFFIC IMPROVEMENTS AT THE
INTERSECTION OF BALL STREET AND WALL STREET
Staff will present an overview of traffic improvements that are being proposed for the
intersection of Ball Street and Wall Street.
BACKGROUND:
The enclosed figures provide layouts of the existing conditions and proposed
improvements. The existing lane layout has the following drawbacks.
• The Wall Street approaches have a single shared lane for both through and left
turning vehicles. Typically, a vehicle waiting to make a left turn blocks the path of
other through vehicles. This often forces the through vehicles to clear the
intersection during the yellow lights and some vehicles also run the red lights. Left -
turning motorists are also tentative since it is not clear whether the vehicles in the
opposing queue (behind the first vehicle) are going to turn left or go straight.
• A similar condition exists for the Ball Street approaches. In addition, the northbound
left -turn is heavy during the PM peak, which worsens the condition. The incident
history at this location indicates a predominant pattern of collisions - between
vehicles turning left and the opposing through vehicles.
Staff applied for a grant under the Hazard Elimination and Safety (HES) program for
intersection and traffic signal improvements and were successful in obtaining $86,500 in
State funds (the City's matching funds are $9,500 for a total of $95,000).
PROPOSEDIMPROVEMENTS
The proposed improvements essentially include:
• Restriping Wall Street approaches to provide three approach lanes in each direction:
a left -turn lane, through lane and a right -turn lane. This can be accomplished within
the existing pavement width and existing right-of-way.
• Changing the lane designation of the Ball Street approaches. The inside lane will be
changed to an exclusive left -turn lane in both directions. The outside lane will
remain a shared through and right -turn lane

• Since the northbound direction has a heavy left -turn movement, a protected-
ME permissive left turn phase (a green ball and green arrow combination) is proposed for
this direction.
• An advanced warning sign will be installed on a mast arm approximately 400 feet in
advance of the intersection for the northbound motorists informing them of the new
lane configuration.
• The traffic signal will be upgraded to include a new cabinet, signal controller and
foundation.
• Traffic sensors will be installed in advance of the intersection to improve vehicle
detection.

1. IMPLEMENTATION OF AN EXCLUSIVE LEFT TURN LANE AND LEADING LEFT—TURN PHASE
FOR THE NORTHBOUND APPROACH, INSTALLATION OF TWO NEW 5—SECTION HEADS FOR
PROTECTED/PREMITTED LEFT TURNS.

OF NEW GROUND BOXES AND CONDUITS AS NEEDED FOR NEW DETECTORS.
S. INSTALLATION OF NEW PAVEMENT MARKINGS (LANE LINES, CROSS WALKS, STOP BARS, WORDS
(ONLY), AND ARROWS ON ALL APPROACHES.
6. INSTALLATION OF LANE DROP MARKING PATTERN ON THE NORTHBOUND APPROACH, IN
ADVANCE OF THE NEW LEFT TURN LANE.
7. INSTALLATION OF NEW CONTROLLER, CONTROLLER CABINET, FOUNDATION, AND NEW CONDUIT
NEEDED FOR WIRING TO CONTROLLER.
8. REPLACEMENT OF EXISTING SIGNAL CABLES WITH NEW LARGER CABLES FOR THIS AND
FUTURE INTERSECTION UPGRADES,
