SUBJECT: APPROVAL OF A RESOLUTION FOR AN ANNUAL CONTRACT
FOR THE PURCHASE OF BOOK LEASING SERVICES
THROUGH AN INTERLOCAL AGREEMENT WITH THE
COUNTY OF BRAZORIA
RECOMMENDATION:
City Council to consider approval of a Resolution for an annual contract for book leasing
services with Brodart Company through an Interlocal Agreement with the County of
Brazoria, Texas.

Funds are budgeted in account 100 - 44573 -313 -1 (General /Library/Leases & Rentals
Fund) for an amount not to exceed $22,000.00.
BACKGROUND:
Purchases will be made as required and in accordance with an Interlocal Agreement
with the County of Brazoria, Texas as allowed by the Interlocal Cooperation Act, Texas
Government Code, Chapter 791 and Texas Local Government Code, Section 271.101
and 271.102 and satisfies all bidding requirements.
The County of Brazoria solicited bids on ITB -13 -88 Book Leasing Services for Library
Administration. Two bids were submitted and based on the best value criteria, Brodart
Company submitted the most responsive and responsible bid meeting specifications.
Brodart Company was awarded the bid on September 24, 2013. This initial contract
period will begin on November 19, 2013 and will end on November 18, 2014. The term
contact is for one year with two optional one -year renewals.
The purpose of this contract is to establish fixed annual pricing for book leasing services
for the Library. Brodart Company Book Service has a proven track record of supplying
the largest selection of leasing materials for the Library and provides excellent customer
service.

The Purchasing and Library Department staff reviewed the contract for specification
compliance and determined that this annual contract would provide the best product,
service and pricing for meeting the needs of the City. Brodart Company has provided
these products to the City in the past with successful results.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE
BOOK LEASING SERVICES THROUGH AN ESTABLISHED
INTERLOCAL PARTICIPATION AGREEMENT AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.102
to enter into a cooperative purchasing program agreement with other qualified entities in
the State of Texas; and
WHEREAS, the County of Brazoria, Texas is a qualified entity as authorized by
Section 271.102 of the Texas Local Government Code; and
WHEREAS, the City of Grapevine, Texas, has established an Interlocal Agreement
with the County of Brazoria, Texas and wishes to utilize a new contract for book leasing
services meeting all State of Texas bidding requirements; and
WHEREAS, the County of Brazoria, Texas has established a contract with Brodart
Company contract #ITB -13 -88 for Book Leasing Services; and
WHEREAS, the City of Grapevine, Texas has a need to purchase book leasing
services for the Library.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of book leasing services as an annual contract with two optional one -year renewals at a
cost of $22,000.00 for the first year through an Interlocal Agreement with the County of
Brazoria, Texas.
Section 3. That the City Manager or his designee is authorized to take all steps
necessary to consummate the purchase of said book leasing services.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 19th day of November, 2013.
