The applicant, Mr. Randy Sullivan of CJST Group I, is platting this site for the development of single family residences. 2. This 3.673 acre site is located between South Dooley Street, Austin Street and north of the St. Louis -Southwestern Railroad. 3. This proposed site is currently developed as two single family residences and associated out buildings. The majority of the site remains undeveloped. II. STREET SYSTEM: 1. The developer is proposing access to the site from South Dooley Street. 2. The developer is dedicating right of way along South Dooley Street and Austin Street in order to create a 9.5 -foot parkway for both streets along the , property frontage. 3. The developer will be required to construct sidewalks along Austin Street with this development. The sidewalks along Austin Street will serve the properties to the north and the park trail that will be located within the right of way of the railroad. The sidewalks along South Dooley Street will be constructed with the South Dooley Street Improvements. 111. STORM DRAINAGE SYSTEM: 1. The developer is proposing to drain a portion of the property to the onsite drain system in Dooley Court. The drainage will then be picked up by the proposed storm drain system that is to be installed with the South Dooley Street Improvements. The remainder of the property will flow overland into Austin Street. 2. The developer will be required to design for on site and off site drainage in accordance with the City of Grapevine Code of Ordinances. IV. WATER SYSTEM: 1. A 12 -inch water line is located on the north side of the St. Louis - Southwestern Railroad and along the east side of Austin Street. A 6 -inch water line is located in South Dooley Street. 2. The developer will be required to design for on site water service requirements in accordance with the City of Grapevine Code of Ordinances. 3. The existing water distribution system is adequate to serve the development of this site. V. SANITARY SEWER SYSTEM: 1. An 8 -inch sanitary sewer is located approximately 200 feet east of Austin Street. The developer will extend a 6 -inch sanitary sewer from the property to the existing manhole. 2. The developer will be required to design for on site sanitary sewer service requirements in accordance with the City of Grapevine Code of Ordinances. 3. The existing off site sanitary sewer collection system is adequate to serve the development of this site. VI. MISCELLANEOUS: 1. Water and Wastewater Impact Fees are due prior to the issuance of any building permits. The current fee is $1,897.00 per lot., excluding the two lots with the existing homes. 2. Open Space Fees are due prior to the issuance of any building permits. The fee is $12,606.00 (11 lots at $1,146 per lot). VII. STATEMENT OF FINDINGS: A. The City has determined that the right-of-way required to be dedicated for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan, are reasonable and are connected to the proposed project in the following manner: 1. The right-of-way dedicated by this plat is necessary to provide for compliance with the Thoroughfare Plan. 2. The on site utility easements are necessary to provide for public and franchised utilities to this site and surrounding development. B. The City further finds that the required dedication is related both in nature and extent to the impact of the proposed development as follows: 1. The on site utility easements are consistent with the City's policies of easement dedication where there are existing utilities and where future utilities would be located. 2. The right of way dedication is consistent with the City's pollicies of right of way dedication. 3. All of the dedications benefit the development to at least the extent of the impact of such on the development. VII. RECOMMENDATION: 1. The members of the City Council and The Planning & Zoning Commission consider the following motion: "Move that the City Council (Planning and Zoning Commission) approve the Statement of Findings and the Preliminary Plat Application of Lots 1-13, Block 1, Dooley Estates Addition."
