An application was filed in the office of Historic Preservation requesting the Historic
Preservation Commission approval for Certificate of Appropriateness #CA16-98 for the
property located at 423 South Main Street, legally described as Block: 18 Lot: S'30'1-
10'STRIP S, Grapevine, City of, Grapevine, Texas, for the installation of a, 16 feet high x
38 feet wide, mural on the exterior wall on Franklin Street at Main Street.
A public hearing regarding this application will be held by the Historic Preservation
Commission on Wednesday, October 26, 2016 at 6:00 PM, in the Grapevine City Hall,
2nd Floor Council Chambers, 200 South Main Street, Grapevine, Texas 76051.
Appendix G, Section 7.(C) of the Grapevine City Code requires the Commission shall deny,
approve, or approve with conditions any Certificate of Appropriateness application within
30 days of receipt of a completed application, determining whether the proposed work is
consistent with the regulations contained in this ordinance, in all applicable ordinances, and
in the zoning ordinance designating the Historic Landmark Districts. Upon posted notice,
and notification by regular mail at least five (5) days in advance to the immediately adjacent
property owners as that ownership appears on the last approved tax roll, the Commission
shall conduct a public hearing on the application, at which time an opportunity is provided
for proponents and opponents of the application to present their view.
If you cannot or do not wish to attend the public hearing, the attached form is
provided for Your convenience.

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve with conditions
Certificate of Appropriateness #CA16-98 for the property located at 423 South Main Street,
legally described as Block 18, Lot S30'1-10' STRIP S, City of Grapevine, to the Grapevine
Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as
amended for the following items:
1. Install a hand -painted mural on the exterior wall of the building on Franklin Street
at Main Street, 16 feet tall by 38 feet wide, located 3 feet above the existing grade as
per the attached rendering with conditions that a permit be obtained from the
Building Department.
BACKGROUND:
Certificate of Appropriateness application #CA16-98 was submitted by the applicant Paul
Ryan, owner of Tolbert's Restaurant, to install a mural on the exterior wall of the building
along Franklin Street. The proposed mural was designed by well-known western artist Stylle
Reed and would be 16 feet tall by 38 feet wide and located on the wall 3 feet above the
existing grade. The western period scene would be adapted to represent the area of Denton
Creek with surrounding plateaus, and the sign indicating the distance to Grapevine and to
Terlingua, Texas.
The applicant has applied for a grant to the Grapevine Convention & Visitors Bureau to fund
a portion of the cost of the mural.
Staff recommends the approval of #CA16-98 to install a wall mural as per the attached
rendering with the condition that a permit be obtained from the building department.

This letter confirms on October 26, 2016 the Historic Preservation Commission approved
with conditions #CA16-98 for the property addressed 423 South Main Street, legally
described as Block 18 Lot S30'1-10'STRIP S, Grapevine, City of, Grapevine, Texas. The
following was approved on this Certificate of Appropriateness:
A hand painted mural on the south exterior wall on Franklin Street at South Main
Street, 16 feet tall by 38 feet wide, located 3 feet above the existing grade as per
the attached rendering;
as per the drawing presented; and a permit is obtained from the Building Department.
An approved Certificate of Appropriateness is not an approved Building Permit and a
permitis / is not required. Contact the City of Grapevine's Building Department at
817-410- 165 for fees and information regarding permits.

It was in college at the University of North Texas at Denton that he
discovered his talent and love of mural painting.
Stylle comes by it naturally, born into a family surrounded by art. His artist
father, Sleepy Read, painted abstracts and modern art, but also painted
landscapes of rural Texas.
Stylle has 25 years of experience painting professionally. In 1979, he began
painting scenes on vans, a hot item back then. A Remington scene adorned
his own van. He painted scenes on Nashville musicians' touring busses,
including Hank Williams, Jr.
History has always been a favorite with Stylle. His love of the Old West time
period is apparent in his many infamous western scenes.
Stylle's forte is creating original historical recreations, such as "Milton Faver
Crossing the Rio Grande, 1873", a 16 x 70 ft. mural in the Kiowa Gallery.
The mural depicts Faver, an early Presidio County settler, driving 1,000
head of cattle by moonlight across the Rio Grande River from Mexico.
His largest mural is the 31 x 83 ft. Texas street scene for the Fort Worth
Stockyard. He works quickly, sometimes completing a large mural in days.
Airbrush, paint brushes, rollers and spray guns are his tools, using artist's
paint, high gloss paint and house paint. Outside murals are then covered by
a sealer developed by NASA for UV ray blockage to prevent excessive fading
of color.
Perfectly matched to his love of travel, Stylle's work has brought him to
many parts of the country, from California, New Mexico, Oklahoma,
Arkansas, Missouri, Iowa, to Tennessee and all over his home state of
Texas.
Although western themes are his preferred subject to paint, he can paint
anything, from angelic scenes to race cars, replicas of Remingtons and
Russells, in commercial buildings as well as private homes. Recently, Stylle
painted a series of 3 dimensional fiberglass longhorn steer for Timberland
McClain Ad Agency. You name it, he can paint it.
