RECOMMENDATION
Staff recommends Council table Zone Change Request Z01-15 to the November 20,
2001 meeting and take any other action necessary.
BACKGROUND INFORMATION
The applicant, Mr. Matt Goodwin and a representative of Hunt Development, Mr. Gary
Sapp met with the City Manager and Tommy Hardy to discuss the proposed rezoning
for this last remaining large undeveloped tract of land in the northeastern corner of the
city. From this meeting the applicant along with the Hunt representative determined that
rezoning this 55.9 acre "R-MF-1" Multifamily tract to "CC" Community Commercial
District would be the most appropriate course of action. However, by the time this
decision had been reached, Staff had advertised the request, and sent notices to the
surrounding property owners stating that the property was under consideration for
rezoning to "BP" Business Park District. Staff recommends tabling this zone change
request to the November 20, 2001 meeting whereby staff will re-advertise and re-notify
surrounding property owners that the subject site is under consideration for rezoning to
"CC" Community Commercial District rather than "BP" Business Park District.

The subject property is generally located at the

However, if the zoning request is approved,
Corporate Drive will be extended through the subject
site from the north.
REQUESTED ZONE CHANGE AND COMMENTS:
The applicant is requesting to rezone approximately 55.9 acres from "R-MF-1" Multifamily
District to "BP Business Park District for proposed commercial and office development.
Based on comments made during the August 21, 2001 meeting, the applicant has
modified the zoning request to include only the 55.9 acre multifamily tract the 107 acres
of"CC" Community Commercial District property will remain unchanged. The applicant is
also proposing to deed restrict the proposed "BP" Business Park District property. The
following is a brief overview of those deed restrictions:
No buildings shall have more than five loading docks

Provide increased parking to accommodate both commercial/warehouse uses and

• No single story building shall exceed 125,000 square feet of gross floor area
PRESENT ZONING AND USE:
The subject property is currently zoned "R-MF-1" Multifamily District and is undeveloped.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject and surrounding property was zoned 1-1" Light Industrial District prior to the
1984 City Rezoning. The area incorporating the D/FW Hilton to the north, Anderson-
Gibson Road to the south and east to State Highway 26 and State Highway 121 North up
to the Tarrant/Dallas County line was rezoned to "HCO" Hotel/Corporate Office during the
1984 City Rezoning. A 35 acre tract to the west of the subject site was rezoned to "CC"
Community Commercial District (Z96-08) at the June 18, 1996 joint public hearing. The
area to the east of the Tarrant/Dallas County line, south of Anderson-Gibson Road, as well
as the area to the north of Anderson-Gibson Road east to State Highway 121 was rezoned
to "PID" Planned Industrial Development during the 1984 City Rezoning. Zone Change
Z85-23 approved October 1, 1985 rezoned a total of nine tracts in this area--one tract was
rezoned to "R-MF-1" Multi-Family, one to "R-MF-2" Multi-Family; four tracts were rezoned
to "CC" Community Commercial, one tract to "HCO" Hotel/Corporate Office, and another
was rezoned to "LI" Light Industrial; one tract remained "PID" Planned Industrial
Development. The approximate 28 acres currently zoned "R-20" Single Family Residential
District located north and south of Anderson-Gibson Road was established during the
Local Option Election of 1993. Zone Change Z95-04 rezoned three tracts in the north
easternmost portion of the city from "LI" Light Industrial, "CC" Community Commercial, and
"PID" Planned Industrial Development to "BP" Business Park District. Zone Change Z95-
06 approved on August 15, 1995 placed deed restrictions on many of the tracts rezoned
by Zone Change Z85-23. A portion of the subject property was rezoned from "PID"
Planned Industrial Development to "BP" Business Park District (Z97-16) at the October 21,
1997 meeting. At Council's July 20, 1999 meeting, two tracts of land previously rezoned
from "PID" to "BP" at the October 21, 1997 meeting--approximately 20.413 acres and
36.710 acres were rezoned from "BP" Business Park District to "CC" Community
Commercial District for potential retail and commercial development. At the August 21,
2001 meeting Council considered a rezoning request to rezone 163 acres in the subject
area from "R-MF-1" Multifamily District and "CC" Community Commercial District to "BP"
Business Park District however the applicant withdrew the request during the public
hearing.

AIRPORT IMPACT:
The subject tract is located within "Zone B" Middle Zone of Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. In Zone B,
the following uses may be considered only if sound treatment is included in building design:
multi family apartments, motels, office buildings, movie theaters, restaurants, personal and
business services. Single family residential and sound sensitive uses such as schools and
churches should avoid this zone. The applicant's proposal is an appropriate use in this
noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a High Density Residential land use.
The applicant's request to rezone 55.9 acres from "R-MF-1" Multifamily District to "BP"
Business Park District is not in compliance with the Master Plan.
THOROUGHFARE PLAN APPLICATION:
The Thoroughfare Plan designates Grapevine Mills Boulevard North as a Type E Collector
with a minimum 65-foot right-of-way developed as four lanes.

A. PURPOSE— These deed restrictions are intended to apply only to the 55.9 acres
proposed to be rezoned from "R-MF-l" to `BP" in zoning case Z01-_ These
deed restrictions are intended to create employment centers consisting of office,
research and development facilities, and limited assembly operations in a campus
environment. These deed restrictions are in addition to the requirements of
Section 32, "BP" — Business Park District, of the City of Grapevine Zoning
Ordinance.
B. PERMITTED USES — All uses specified in Section 32 of the City of Grapevine
Zoning Ordinance are permitted.
C. OFF-STREET PARKING AND LOADING REQUIREMENTS
a. Maximum Loading Facilities —No building shall have more than five (5)
loading docks.
b. The orientation and design of the buildings shall minimize the exposure of
loading and trash collection areas from adjacent streets and from adjacent
properties unless they are part of the same approved site plan. No loading
docks shall face streets.
Plant materials used for screening shall include a mixture of ornamental
and shade trees (4 inches minimum caliper), conifers (8 feet minimum
height) and shrubs (5 gallon minimum). The plant materials shall be
arranged in a manner that obscures the view from adjacent streets.
Screening methods shall be identified on the site plan.
c. All dock areas are intended to provide for short-term pick-up and delivery.
On site storage of tractor-trailer vehicles and shipping containers is
prohibited.
d. To accommodate future changes in use, approved site plans shall include
adequate land area to increase parking to the minimum for office
development (5 plus 1 space per 300 square feet) for 50% of the gross
floor area of any building.
D. SPECIAL REQUIREMENTS
