GOLF COURSE PHASE III BID AWARD
City Council to consider award of bid 100-2001 to Wadsworth Golf Construction Company
for the Phase III renovation of nine holes at the Municipal Golf Course, in the amount of
$1,990,786 and authorize the City Manager as signatory.
FUNDING SOURCE:
Funding is available from the Combination Tax and Revenue Certificates of Obligation,
Series 1998, the Lake Enterprise Permanent Capital Maintenance Fund and Lake
Enterprise Fund Balance:

BACKGROUND INFORMATION
Bids for this project were processed in accordance with the Texas Local Government
Code, Title 8, Subtitle A, Chapter 252, Section 252.021, 252.041 and 252.043. Bids were
publicly read aloud on September 5, 2001 per the attached tabulation sheet. Notices to
bidders were published in the Grapevine Sun and Fort Worth Star Telegram on August 5,
2001 and August 12, 2001. Bid documents and specifications were issued to eleven
vendors with eight vendors responding.
Phase III of this project consists of the complete renovation and replanting of the existing
back 9 golf holes (Pecan 9) at the Municipal Golf Course. The low bid was from Wadsworth
Golf Construction Company. Staff reviewed all bids for adherence to the schedule of prices
and the bid document along with the accuracy of calculations. The bid amount is within
the budgeted amount for this portion of the project.

The City's architect, Golf Resources, Inc. (Steve Wolfard), has performed the necessary
background checks to evaluate Wadsworth Golf Construction Company and he feels very
comfortable with both the company and subcontractors who are proposed to perform the
work on our project. A letter from Mr. Wolfard recommending the selection of Wadsworth
Golf Construction Company is attached to this agenda memo.
A meeting with representatives from Wadsworth Golf Construction Company was held with
City Staff and Golf Resources staff to discuss the proposed work and relevant issues. Staff
is comfortable with the ability to perform the Phase III construction of the Golf Course.
Based upon evaluation of submitted bids and the interviews with the low bidder, staff
recommends that the bid of Wadsworth Golf Construction Company, including bid
alternates for 4, 5, 6 and 7 be accepted. The contract amount including alternates is as
follows:
Base Bid $1,973,176
Alternate #4 - Deletion of Conduit $ [8,400]
Alternate #5 - 3" Waterline Installation $ 4,050
Alternate #6 - Greens Fumigation $ 18,360
Alternate #7 - Reroute of 2" Waterline $ 3,600
Total $1,990,786
Following approval of the bid award and execution of the contract we will be processing
r several change orders which have been discussed with the contractor. The planned
change orders are:
Upgrade of Irrigation System Controls $ 55,500
Installation of Fertigation System in Pump Station $ 17,800
Reuse of Greens Mix on Tees $ [26,810]
Estimated Total of Change Order $ 46,490
Estimated Contract Cost $2,037,276
There are sufficient funds available from the above noted sources to pay for the planned
change orders. The change orders will be processed at a later date.
Staff recommends approval of the Wadsworth Golf Construction bid (with alternates 4, 5,
6 and 7) of $1,990,786.

Seven (7) bids were received on September 5, 2001 for Phase III of the Grapevine Municipal
Golf Course Improvement Project. We have reviewed the bids for adherence to the schedule of
prices in the bid document along with the accuracy of calculations. The bids for these
improvements included, from low to high bidder, the following contractors:

Based on the submitted bids and the recent interview with Greg Kometa and James McNair, it is
our recommendation that the bid of Wadsworth Golf Course Construction (Wadsworth),
including bid alternates for 4, 5, 6 and 7, be accepted to construct the third nine renovation. In
addition to submitting the low bid and a complete bid package, Wadsworth provided an
impressive resume of both completed and on-going proiects. They are one of the premier golf
course contractors in the United States with over 35 years experience in the business. The
contract amount including alternates is a follows:
Base Bid - $1,973,176
Alternate #4 — Deletion of Conduit - $ (8,400)
