and was rezoned from "R-1" Single Family District to "R-7.5" Single Family District at that
time. Also in the 1984 City Rezoning, the land to the east of the subject site was rezoned

VI. MISCELLANEOUS:
Water and Wastewater Impact Fees are due prior to the issuance of any
building permits. The current fee is $1,897.00 per lot.
2. Open Space Fees are due prior to the issuance of any building permits. The
current fee is $1,416.00 per lot.
VII. STATEMENT OF FINDINGS:
A. The City has determined that the right-of-way required to be dedicated for
streets, utilities, drainage, access, sight distance, and other municipal needs
and services are consistent with the City's ordinances and master plan, are
reasonable and are connected to the proposed project in the following
manner:
The right-of-way dedicated by this plat is necessary to provide for the
future expansion of the public transportation system to serve this and
surrounding developments.
2. The on site utility easements are necessary to provide for public and
franchised utilities to this site and surrounding development.
3. The on site access and sight distance easements are necessary to
allow for public access to this site.
B. The City further finds that the required dedication is related both in nature and
extent to the impact of the proposed development as follows:
1. The on site utility, access, sight distance, and drainage easements are
consistent with the City's policies of easement dedication where there
are existing utilities, where future utilities would be located, and along
necessary drainage patterns.
2. All of the dedications benefit the development to at least the extent of
the impact of such on the development.
VII. RECOMMENDATION:
The members of the City Council and The Planning & Zoning Commission
consider the following motion:
"Move that the City Council (Planning and Zoning Commission)
approve the Statement of Findings and the Final Plat Application
of Lots 1 R, 2-16, Block 4R, Kelley Addition."
