SUBJECT: APPROVAL OF A RESOLUTION FOR PARTICIPATION IN A
COOPERATIVE PURCHASING AGREEMENT WITH THE CITY
OF RICHARDSON TO PURCHASE A MOBILE LIFT SYSTEM
RECOMMENDATION:
City Council to consider a resolution to approve participation in a cooperative purchasing
agreement with the City of Richardson to purchase a mobile lift system for Fleet
Services in the total amount of $49,081.00.
FUNDING SOURCE:
Funding for this purchase will be available from the sale of Equipment Acquisition Notes
in Account 325-48910-000000-05 FY2002.
i BACKGROUND:
The resolution will establish an interlocal agreement with the City of Richardson for use
of an existing contract for the purchase of a mobile lift system for Fleet Services. The
procurement will be made in accordance with Texas Local Government Code, Chapter
271.102 which authorizes political subdivisions to contract with each other for
governmental functions such as the purchase of goods and/or services. A local
government that purchases goods and services under this subchapter satisfies any
State law relative to the competitive bidding statutes.
The City of Richardson awarded a contract to ARI Hetra Lifting Systems through a
sealed bid process. The purchase includes the lift system and the associated hardware
at a cost of $49,081.00.
Staff believes that the savings achieved through efficiencies and reduced administrative
costs is beneficial to the City and recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE MAYOR TO
ESTABLISH AN INTER -LOCAL AGREEMENT WITH THE
CITY OF RICHARDSON, TEXAS FOR THE PURCHASE OF
A MOBILE LIFT SYSTEM AND AUTHORIZING THE CITY
MANAGER OR HIS DESIGNATE TO EXECUTE SAID
AGREEMENT AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by Texas Local Government Code, Section 271.102 to
enter into a cooperative purchasing program agreement with other qualified entities in the
State of Texas; and
WHEREAS, the City of Richardson, Texas is a qualified entity as authorized by
Section 271.101 of the Texas Local Government Code; and
WHEREAS, the City of Grapevine, Texas, desires to enter into a interlocal
agreement with the City of Richardson, Texas in accordance with Texas Local
Government Code, Chapter 271.102 which authorizes political subdivisions to contract
= with each other for governmental functions such as the purchase of goods and/or
services; and
WHEREAS, the City of Richardson, Texas has established a contract through a
sealed bid process with ARI Hetra Lifting Systems for a mobile lift system; and
WHEREAS, the City of Grapevine, Texas desires to purchase a mobile lift system
through an inter -local agreement with the City of Richardson, Texas.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City of Grapevine, Texas does request that the City of
Richardson, Texas include its stated needs for a mobile lift system on the City of
Richardson's purchasing program and award contracts for those items, whereby the City
of Grapevine, Texas may be allowed to purchase those items from the City of Richardson,
Texas contract with ARI Hetra Lifting Systems.
Section 3. That the City Council of the City of Grapevine, Texas does hereby
authorize the City Manager or his designate to execute the Inter -local Participation
Agreement.
Section 4. That the execution of this Resolution shall evidence the election of the
City of Grapevine, Texas to enter into an interlocal agreement with the City of Richardson,
Texas upon the terms and conditions stated. The City of Grapevine, Texas has, and at the
time of adoption of this Resolution had, full power and lawful authority to adopt the
foregoing Resolution and to confer the obligations, powers, and authority to the persons
named, who are hereby granted the power to exercise the same.
Section 5. That the City Council of the City of Grapevine, Texas authorizes the
purchase of a mobile lift system for a total cost not to exceed $49,081.00.
Section 6. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said concrete saws.
Section 7. That this resolution shall become effective from and after the date of
its passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 20th day of November, 2001.
