RECOMMENDATION
Staff recommends the Planning and Zoning Commission approve the following parking
plan request submitted by Mr. Will Wickman, owner/operator of the South Prairie Oyster
Bar, located at 651 South Main Street, and take any action necessary.
BACKGROUND INFORMATION
A conditional use permit for on -premise alcohol beverage sales (beer, wine, and mixed
drinks) in conjunction with a restaurant was approved by Council on April 20, 1993
(CU92-25; Ord. 93-17). With a seating capacity of 36 seats, 12 parking spaces were
required which were provided on site. The site plan was subsequently amended at the
April 18, 1995 Council meeting (CU95-12; Ord. 95-31) eliminating a future parking area
to the east of the subject site.
Mr. Wickman proposes to add two tables on the covered porch immediately outside the
entrance along South Main Street, with seating for four patrons each. These additional
eight seats will require another three parking spaces to meet minimum parking
standards which the applicant cannot provide on site. With the majority of Mr.
Wickman's business occurring after normal business hours a number of spillover
alternative parking locations are available. Patrons of his establishment when
necessary, have customarily parked at the Heritage Center located immediately to the
south, North Star Automotive Equipment located immediately to the east, and at other
sites within a short walking distance to the restaurant.
Section 28.K, Off -Street Parking and Loading for the "CBD" Central Business District,
provides a mechanism for the Planning and Zoning Commission to determine the
amount and method of off-street parking within the district. With this request, the
applicant proposes to utilize after hours parking spaces available at the Heritage
Center, and private businesses that immediately surround the restaurant to meet
minimum parking requirements. See the attached letter.

Gentlemen,
On July 9th., 1993 the South Prairie Oyster Bar opened its doors for
business after being granted a Conditional Use Permit from the city for on -
premise sale and service of alcoholic beverages. The business has grown and
done well over the past 8 and one-half years. One request typically heard by
myself and staff from evening customers, is that they be afforded the front patio
area for waiting and drinks.
My proposal is that the business be permited to place two tables on the
existing front (west) patio facing Main Street, one on the north end and one on
the south end. Each table would seat four people, weather permitting!
I understand parking does pose an "on-site" issue. However, my customer
base is very determined and have historically parked at the North Star
Automotive Equipment, Town and Country Cleaners, Master Made Feeds and
the old Winn Dixie store. Again, the customers are evening diners and usually
arrive well after the aforementioned have closed for the day, hence, not posing
any inconsideration for their customers.
