SUBJECT: APPROVAL OF BID 133-2002, ANNUAL CONTRACT FOR
CONCRETE CONSTRUCTION
RECOMMENDATION:
City Council to consider approval of an annual contract for the lowest and best bid
meeting City specifications to American Civil Constructors as primary supplier and Ed A.
Wilson as secondary supplier for Concrete Construction. Annual Contract expenditures
will be on an as needed basis by the City Departments. A bid tabulation is attached for
review.
FUNDING SOURCE:
174-43301-090 Street Maint./Annual Maint. & Overlay/Transportation..$100,000.00
BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). This bid was taken though the Internet
e-commerce web site and was taken in accordance with the administrative procedures
and policy as passed by Council on April 16, 2002. Bids were publicly read aloud per the
attached tabulation sheet.
Notice to bidders was published in the Grapevine Sun and the Fort Worth Star Telegram
on June 23, 2002 and June 30, 2002.
This contract establishes fixed pricing for concrete construction and will be ordered on
an as needed basis by the Street Division or other departments as required. Bids were
issued to twelve vendors through the web site with two vendors responding. A copy of
the vendor activity on the web site is attached. American Civil Constructors (formally
Randall and Blake) was the overall lowest bid received.
To insure the availability of this service it is recommended that American Civil
Constructors be awarded an annual contract as primary supplier and Ed A. Wilson as
secondary supplier.
Both American Civil Constructors and Ed A. Wilson have satisfactorily performed work
for the City in the past.
