SUBJECT: APPROVAL OF THE PURCHASE AND INSTALLATION OF A
TRAFFIC CROSSWALK SYSTEM AND THE RESOLUTION
THAT RATIFIES THE INITIAL PURCHASE
RECOMMENDATION:
City Council to consider award of a contract to Control Technologies of Texas as the
lowest and best bid for the purchase and installation of an In -pavement Crosswalk
Lighting System in the total amount of $16,164.00.
FUNDING SOURCE:
178-78101-013 Capital Projects-Streets/Main Street Construction ............ $25,000
BACKGROUND:
This purchase is for an In -pavement Crosswalk Lighting system installed as part of the
Main Street overlay project. Funds are budgeted in the Main Street project account.
House Bill 197 raised the formal bid limit requirement from $15,000 to $25,000. In
accordance with City Purchasing Policy written and electronic bids were solicited from
sixteen vendors with two vendors responding. An advertisement was not required.
The In -pavement Crosswalk Lighting system will be installed at two locations on Main
Street, at Texas Street and West Franklin Street and will be actuated by push buttons.
The system is expected to improve the safety of pedestrians crossing the street at these
uncontrolled crossings.
The lowest bid received was from Control Technologies of Texas at a total cost of
$16,164.00. Control Technologies met all of the required specifications of the bid. A
copy of the bid tabulation is attached for review.
Staff recommends an award to Control Technologies.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO THE RATIFICATION OF STAFF
PURCHASE AND INSTALLATION OF A TRAFFIC
CROSSWALK SYSTEM FOR THE TRAFFIC DIVISION AND
AUTHORIZING THE CITY MANAGER TO EXECUTE SAID
CONTRACTS AND DOCUMENTS AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City of Grapevine Traffic Division is in need of a traffic crosswalk
system to provide additional safety for Grapevine Citizens; and
WHEREAS, Control Technologies of Texas was the lowest and best bid received
for the crosswalk system; and
WHEREAS, the City of Grapevine considered it necessary to purchase the
crosswalk system in order to insure a timely delivery and installation date.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine ratifies and authorizes
the purchase and installation of the crosswalk system for a total not to exceed $16,164.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 20th day of August, 2002.
