FINAL PLAT
LOTS I & 2, BLOCK 1, DARBY'S PLACE ADDITION
I. GENERAL:
1 The applicant, Mr. Greg Stowers, is platting this site to subdivide the existing
tract of land into two lots.
2. This 1.852 acre site is located west of Dove Road and approximately 525
feet north of Autumn Drive.
3. This proposed site is currently undeveloped.
11. STREET SYSTEM:
1 These lots have access to Dove Road by one drive entrance. A private
access easement is being granted for the purpose of passage of vehicular
and pedestrian traffic to both lots.
2. Dove Road is designated on the Master Thoroughfare Plan as a Type "E"
Collector (four lanes, undivided within a 75 foot right-of-way). Improvements
to Dove Road to a four lane street were completed in 1975. This property is
dedicating approximately 33 feet of right-of-way from the most southern
property corner to 38 feet of right-of-way at the most northern property
corner.
111. STORM DRAINAGE SYSTEM:
1 The existing stormwater runoff flows east directly into the Dove Road
drainage system, then into Farris Branch and to Grapevine Lake.
2. The developer will be required to design for on site and off site drainage in
accordance with the City of Grapevine Code of Ordinances.
IV. WATER SYSTEM:
1. A ten -inch water line is located within Dove Road right-of-way.
2. The proposed water distribution system is adequate to serve the
development of this site.

applicant is planning to obtain a private sewer easement from the property
to the south to access City sewer service.
2. The existing sanitary sewer collection system is adequate to serve the
development of this site.
VI. MISCELLANEOUS:
1 Water and Wastewater Impact Fees are due prior to the release of Building
Permits. (Present Fee is $1,897.00 per lot)
2. The Open Space Fee required for the lots are $2,292.00 (2 lots x $1,146.00).
VII. STATEMENT OF FINDINGS:
A. The City has determined that the right-of-way and easements required to be
dedicated for streets, utilities, drainage, access and other municipal needs
and services are consistent with the City's ordinances and master plan, are
reasonable and are connected to the proposed project in the following
manner:
1. The utility easements are necessary to provide for public and
franchised utilities to this site and surrounding development.
2. The right-of-way dedication is necessary to provide for sidewalks,
utilities, and street improvements to serve this site.
3. The private access easement is necessary to provide access across
the two lots to public roadways.
B. The City further finds that the required dedication is related both in nature and
extent to the impact on the proposed development as follows:
1. The utility easements are consistent with the City's policies of
easement dedication where there are existing utilities, where future
utilities would be located, and along necessary drainage patterns.
2. The right-of-way dedicated by this plat will allow for the development
of the surrounding transportation system.
3. The on site private access easement is consistent with the City's
policies of easement dedication to provide cross access to public
streets.
4. All of the dedications benefit the development to at least the extent of
the impact of such on the development.

VIII. RECOMMENDATION:
1. The members of the City Council and The Planning & Zoning Commission
consider the following motion:
"Move that the City Council (Planning and Zoning Commission)
approve the Statement of Findings and the Final Plat Application
of Lots 1 & 2, Block 1, Darby's Place Addition."
