HomeMy WebLinkAboutWS Item 01 - Corps of Engineers LeasesU)K - r MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER MEETING DATE: OCTOBER 14, 2002 SUBJECT: WORKSHOP — CORPS OF ENGINEERS LEASE ISSUES This workshop will provide staff with the chance to discuss the various policy issues surrounding the City's lease of all Corps of Engineers property within the city limits. As you will recall from the September 17 h meeting, the City has entered into a six month lease with the Corps that will provide us with the chance to review operations at the lake in order to determine if a 25 year lease for the properties is in the City's best interests. The Corps is in the process of leasing all of its properties around Lake Grapevine to the adjacent municipalities. This is a trend that is national in scope for the Corps. The property included in the six month lease consists of 769 acres, 61 campground sites, one cabin, two pavilions and 10 boat ramps. At this time the City is operating the parks sites through private contractors. Staff is pursuing two distinct avenues for the future operations of the parkland: city operated and contracted operations. The question of public or private operations of the park is one of the critical issues that we are looking for direction on from Council. The fees charged for the various amenities at the lake are another set of issues that will have to be addressed in the coming months. The Golden Age Passport that provides seniors with 50% discounts at campgrounds across the United States, annual passes to boat ramps, daily fee parks, camping fees and other possible fees are all important to our ability to operate the lease area without having to subsidize the operations from the General Fund. In addition to the fees, there is the issue of differentiating between Grapevine residents and non-residents in the fee structures. Other communities that have assumed Corps properties have also generated revenues through the development of commercial properties on the lake. Lewisville began leasing Corps lands in 1957 and over time has developed revenue sources such as a marina, a boat dealer and a restaurant. We are currently negotiating with the local Corps office for similar considerations in the future. Included in the documentation for your review is the packet from the September 17th meeting, a comparison of facilities, fees and revenue sources for the cities of Lewisville, Highland Village and The Colony and an article from the Dallas Morning News regarding the Golden Age Passport. October 11, 2002 (9:41AM) MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER* SUBJECT: CORPS OF ENGINEERS PROPERTY At the September 17, 2002 Council meeting, the City Council approved a six month lease agreement with the Corps of Engineers for property at Lake Grapevine with an option to renew the lease for a period of 25 years. The total acreage that is available for lease is approximately 769 acres. This includes 188 acres at Meadowmere Park, 452 acres at Oak Grove Park and 129 acres at Silver Lake Park. Included in the proposed lease are 10 boat ramps, 89 picnic sites, one large picnic pavilion, several restroom facilities, playgrounds and a campground with 61 camping sites. The Council also approved agreements with contractors for fee collection at the boat ramps and campground and for the gate attendants at the campground. Since Corps officials contacted 'staff several months ago regarding the potential lease, staff has done much research on what the cost of maintenance will be and what the potential is for revenue. Attached is a financial analysis of the Corps property. You will notice that the proposed revenues exceed estimated expenditures for FY 2002-2003. The Corps has agreed to pay all utilities for the next fiscal year for a cost savings of over $50,000. Also, to be able to keep services at the parks at the same level, staff can amend contracts with existing City contractors to include open field mowing, litter pickup and restroom cleaning for all three parks. Initially, staff recommends that the fees for camping and boat ramp usage remain the same as is being currently charged by the Corps. Staff will present a recommendation on fee modifications for Council consideration by the end of this year. The goal is to have revenues equal to or greater than expenditures for the property the City is considering leasing from the Corps of Engineers. Attached are maps of the three park areas showing what acreage the City currently leases from the Corps of Engineers and what acreage the City Council approved at the September 17th meeting. Also attached is a list of facilities at each park and what the condition of the facility is.
