CONSTRUCTION PROJECT
City Council consider approving Change Order No. 3 & Final to the Parr Road
Construction Contract in the amount of $96,473.18 for various items required during the
construction of the Parr Road project, authorize staff to execute said Change Order, and
take any necessary action.

BACKGROUND:
The Parr Road project has continually proved challenging because of temporary traffic
routing, detour construction and the narrow width of the finished pavement. The narrow
pavement precluded the contractor's option of building one-half of the pavement section
and then maintaining two-way traffic on the newly constructed section while the
remaining half of the pavement was constructed. The 27 -foot wide pavement section
required that half of the roadway be constructed while a temporary asphalt detour lane
was constructed and used to maintain two-way traffic north and south while maintaining
access to residential driveways.
Included in the change order are the following items:
• The concrete retaining walls were extended to better transition to the existing grade
in the vicinity of the sidewalks, roadway and adjacent back yards. The extensions
were approximately 30 feet in length at the southwest corner of Barberry Drive and
Parr Road and approximately 15 feet in length in the northwest corner of Majestic
Oak and Parr Road. ($10,055.00)
• Additional modular block wall was added at various locations to provide smooth
transitions and tie-ins to existing grades. The walls were extended approximately:
• 40 feet on the east side of Parr Road north of O'Dell Court,
• 50 feet on the west side of Parr Road south of High Cliff Drive to tie into the hike
and bike trail,
• 25 feet in the southeast corner of Woodland Hills Drive and Parr Road to support
an existing rock wall and
• 70 feet in the southwest corner of Parr Road and Parr lane.
Additionally, the initial quantities were under estimated by approximately 10%.
($45,143.19)
• Wall construction at the southeast corner of Parr Road and Parr Lane was modified
from the original plans due to subsurface water and resulting wet soil conditions,
utility conflicts, parkway grade modifications and tie-ins to existing grades at the
driveway onto Parr Road. ($4,351.55)
• An additional 774 linear feet of 4" yellow lane line were included at the
recommendation of the City traffic engineer to delineate the edge of traffic islands
and to establish the park entrance centerline for traffic safety. ($8,570.67)
• Additional sod totaling 1,550 square yards was installed in residents' yards to
complete grass tie-ins to existing yards and around the perimeter of the additional
Parr Park parking that provides 38 additional parking spaces. ($4,495.00)
• An additional 670 cubic yards of Flex base was used to provide temporary access to
driveways for residents during construction due to extended wet weather. This
quantity of Flex base was also used in -lieu of asphalt in the modified detour plans
implemented to provide access to Parr Lane. ($16,094.16)
• Five inlets were added to the contract to help drain Parr Park at the request of the
Parks Department. The Parks Department provided $ 4,500.00 in funding for these
inlets. ($8,250.00)
• Oncor damaged the Parr Road pavement when boring a utility line beneath the
pavement north of Odell Court. The damage was repaired by our contractor and the
cost was reimbursed to us from Oncor. By including the repair in the construction
contract, the project bonds will cover the repaired pavement. ($7,200,00).
• Miscellaneous adjustments credit (+$7,686.39).
Staff recommends approval.
