In a continued effort to keep you informed of the advanced telecommunications services
in the community, representatives from Southwestern Bell will update the Council on
what they currently offer and plan to offer to Grapevine residents. The presentation will
be similar to the one heard from Verizon representatives this summer.

A Powerful Global Telecommunications Leader
Based in San Antonio, Texas, SBC Communications Inc., (SBC) is the second largest

With such a massive footprint not only in the United States, but around the world, the

companies. The current initiatives that are driving SBC's growth SBC are as follows:

SBC's national expansion program will bring SBC services to 30 additional markets.
By the end of 2000, we launched operations in 12 new markets: Boston, Seattle Miami,
Fort Lauderdale, Baltimore, New York City, Washington, D.C., Atlanta, Philadelphia,
Phoenix, Minneapolis and Denver. We have established a national service center in
Dallas, which monitors and maintains the networks.
Cingular Wireless Service
To serve wireless customers nationally, SBC and BellSouth launched Cingular
Wireless, a joint venture, Oct. 5, 2000. Cingular is the second largest wireless provider
in the United States with 21.5 million subscribers and 190 million potential customers
in 38 states.
America's Broadband Resource
SBC has invested heavily to build powerful communications networks. In fact, we
continue to build and grow one of the most sophisticated and advanced
telecommunications networks in the country, which includes

+ More than 15,200 SONET rings
+ 1,300 Frame Relay and ATM switches
+ 4,034 total switches (94% digital)
+ 500 -plus Cisco 7500 Series routers

History /Background
The SWBT CLEC Organization was created in 1996 following the passage of the
Telecommunications Act of 1996, providing SWBT with the ability to provide its products and
services in non -franchised territories. In August of 1997, the SWBT CLEC operation began
providing service. A special center was created to handle the customer sales and orders for the
CLEC operation. The center was also needed to coordinate with GTE/Verizon so that all
interconnection issues could be handled. The center was given the name SPORT to be an
acronym for Service Provider Outside Regular Territory.
Milestones Passed
We started the project providing service in Plano and Irving only. Now, with thousands of access
lines and special circuits in service, we have expanded into Carrollton, Lewisville, and
Grapevine. We knew that the opportunities were endless, however, the customer acquisition and
financial results posted by the CLEC have far exceeded any expectation.
State of the Enterprise Today
We have approximately 160 outstanding SWBT non -management and management employees
dedicated to the CLEC operation. These employees are service reps, CSRs, engineers, designers,
testers, installation and repair technicians, outside sales personnel and many others working
together to make the SWBT operation successful. Monthly gains in business and consumer
access lines, special circuits and DSL services provide a healthy growth rate. SWBT is well
respected for its outstanding service. Because of this SWBT CLEC services are in high demand
in our CLEC territories. We experienced a 25% revenue growth in 2001. More favorable was the
77% contribution growth in 2001.
Expansion
Today we provide facility based services in the Plano, Irving, Lewisville, Carrollton and
Grapevine rate centers. The Grapevine area was recently entered and growth in this rate center is
underway. However, many additional opportunities exist in the DFW area. Collocation in
Lewisville and Carrollton is being reviewed. Garland, Keller, Denton, Rowlett and DFW Airport
also provide many opportunities to grow the business. Additional non -franchised opportunities
also exist outside of the DFW area including Sugarland Tx., St. Charles, Missouri and Broken
Arrow, Oklahoma. The CLEC operation is aware of these opportunities and when further
expansion is undertaken, these areas will be highly considered.

SBC Long Distance 1 + Outbound is a long distance calling service that provides direct dial,
outbound service for voice, data, fax, or video traffic. 1+ Outbound offers a simple, seamless
solution for your existing needs and allows you to upgrade and support new business initiatives
through a variety of services and pricing plans. 1+ Outbound has services ranging from flat rate
to high-volume calling plans, which are available with any business voice line when you
presubscribe to our long distance.
At SBC, we've enhanced our already broad product offering by adding long distance service and
1+ Outbound. This addition offers you the convenience of receiving one bill for both your local

While other providers may sometimes appear to offer a lower cost per minute, they often charge

from LAN ISDN for small businesses (128Kbps), Frame Relay (56Kbps-1.5Mbps) for

Reliability
To maximize throughput, we purposely overbuilt our network and partnered with two
highly reliable Internet backbone providers to ensure full network redundancy. We track
and trend all routers and backbone provider circuits via network management tools and
add additional capacity to the network well before it's needed. Although this may not be
the cheapest way for us to do business, it ensures you get what you've paid for by
avoiding the latency issues inherent in overdriving a network.

Our network is comprised of multiple hubs connected by a redundant, high-speed DS3
(45 Mbps) backbone network. Each hub features industry-leading equipment from Cisco
Systems and Ascend and runs on either a FDDI LAN or a Fast Ethernet network.

SBC Software -Based Virtual Private Network Product -in -brief
Ever wish there was a way to provide your remote users with secure access to your corporate
network? Now there is!
SBC Software -Based Virtual Private Network is a subscription -based VPN service that uses
software to simplify the deployment and administration of secure remote access to business -
critical network resources. SBVPN removes the deployment and management obstacles
associated with hardware -based IP -VPNs by allowing quick deployment of secure, cost-effective
VPN services via the IP network. SBVPN lets your remote users collaborate securely without
taxing centralized systems - and personnel.
Flexible CONNECT end-users "authenticate" at a domain name server that resides in the SBC
Internet Data Center. The user's location is identified before authorization is granted. This
process must occur each time a user attempts network access.
Flexible CONNECT is maintained by IP Dynamics and uses a "super" dynamic DNS server.
How does it work?
Flexible CONNECT works over the Internet, at any speed and with any type of connection. It
hides the underlying complexities of the physical network, providing complete transport
independence and eliminating potential interoperability challenges. Non-technical personnel can
easily install the Flexible CONNECT client. Encryption and decryption are distributed to end
