HomeMy WebLinkAboutItem 18 - School Road �°�'�� �� z,._..�� �_ MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER �2 MEETING DATE: OCTOBER 21, 2008 SUBJECT: PARKING RESTRICTIONS AND STOP CONTROL ON SCHOOL ROAD RECOMMENDATION: City Council to consider: ■ approving an ordinance amending Chapter 23, Traffic Section 23-30 to install a Stop control on School Road at Spring Creek Drive, and take any necessary action. ■ approving an ordinance amending Chapter 23, Traffic, Section 23-63 of the Code of Ordinances to prohibit parking, stopping and standing on School Road, � BACKGROUND: School Road is located on the south side of the Silver Lake Elementary School and runs from Spring Creek Drive to Dooley Street. In the past, School Road only operated as a driveway to the school. Since phase 3 of the Silver Lake subdivision opened, School Road has also become an access point to the Silver Lake Subdivision. Consequently, several children now walk to school along Spring Creek Drive. Parents living in the Silver Lake Subdivision also use Spring Creek Drive to drop their children off. Starting this year, the school changed their pick-up/drop-off zone from the front of the school to the back of the school. In previous years, traffic would back up along Dooley Street and moving the pick-up/drop-off zone to the back of the school was designed to minimize this problem. Currently, motorists enter from Dooley Street to School Road, go west along School Road and then north to the back of the school, drop off the kids and exit to Dooley Street from another driveway on the north side of the school. However, with this change, traffic flow at the intersection of School Road and Spring Creek Drive has become critical, especially during the morning hours. At the intersection of School Road and Spring Creek Drive, there is no stop sign facing School Road but there is one facing Spring Creek Drive. As a result, motorists on Spring Creek Drive do not have adequate gaps and traffic gets backed up on this street. � , October 15, 2008 (10:14AM) Also, the school has piaced a crossing guard at the intersection of School Road and Spring Creek Drive. Installing a stop control on the School Road approach provides a safer crossing for kids and provides adequate gaps for motorists on Spring Creek Drive. Parents park or stop all along School Road (on the south side) and either walk their children or let them cross School Road. This is a serious safety concern as parents and children are frequently crossing the path of oncoming traffic. Also, parking near the intersection creates visibility restrictions for motorists. Further, the narrow width of School Road (30 feet) does not provide for enough space for parking. There is alternate parking available in front of the school. Staff met with the school principal and she fully supports the proposed changes. Staff also relayed the proposed changes to Lisa Massey, the president of the Silver Lake Homeowners Association and she did not voice any concerns to the proposed changes. Staff recommends approval. S �-� � o (� � ORDINANCE NO. � AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AMENDING THE GRAPEVINE CODE OF ORDINANCES BY AMENDING CHAPTER 23 TRAFFIC, SECTION 23-30 RELATIVE TO STOP INTERSECTIONS; REPEALING CONFLICTING ORDINANCES; PROVIDING A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO HUNDRED DOLLARS ($200.00) FOR EACH OFFENSE AND A SEPARATE OFFENSE SHALL BE DEEMED COMMITTED EACH DAY DURING OR ON WHICH AN OFFENSE OCCURS OR CONTINUES; PROVIDING A SEVERABILITY CLAUSE; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That Chapter 23 Traffic, Section 23-30 Stop Intersections, of the Grapevine Code of Ordinances is hereby amended by adding the following stop intersection: "(545) Silverlake Estates Phase III (c) School Road at Spring Creek Drive" Section 2. That the City Manager, or his designee, is hereby authorized to have the proper traffic signs erected, constructed, and placed at such points along said highway, streets or alleys, or portions thereof under construction, maintenance or repair so that travelers will be reasonably notified of said traffic regulations. Section 3. That all ordinances or any parts thereof in conflict with the terms of this ordinance shall be and hereby are deemed repealed and of no force or effect; provided, however, that the ordinance or ordinances under which the cases currently filed and pending in the Municipal Court of the City of Grapevine, Texas shall be deemed repealed only when all such cases filed and pending under such ordinance or ordinances have been disposed of by a final conviction or a finding of not guilty, nolo contendere, or dismissal. Section 4. That any person, firm or corporation violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in a sum not to exceed Two Hundred Dollars ($200.00) and a separate offense shall be deemed committed upon each day during or on which a violation occurs or continues. � I i validity of the remaining portions of this ordinance; and the City Council hereby declares it would have passed such remaining portions of the ordinance despite such invalidity,which remaining portions shall remain in full force and effect. Section 6. That the fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the public creates an emergency which requires that this ordinance become effective from and after the date of its passage, and it is accordingly so ordained. That if any section, articie, paragraph, sentence, clause, phrase or word in this ordinance, or application thereto any person or circumstances is held invalid or unconstitutional by a Court of competent jurisdiction, such holding shall not affect the validity of the remaining portions of this ordinance; and the City Council hereby declares it would have passed such remaining portions of the ordinance despite such invalidity,which remaining portions shall remain in full force and effect. Section 6.
