An application was filed in the office of Historic Preservation requesting Historic
Preservation Commission approval for Certificate of Appropriateness #CA13-91 on the
property addressed as 520 South Main Street.
The application was filed by the owner of 520 South Main Street for the Commission to
hold a public hearing relative to a request for Certificate of Appropriateness #CA13-91 for
demolition of existing structure and new construction of residential condominiums with first
floor parking garage, three floors above of residential space and a roof deck
A public hearing regarding t application wi be held by the Historic Preservation
Commission on Wednesday October23, 2013 �6:M, PM, in the Grapevine Convention &
Visitors Bureau 2nd Floor Bo rdd Room. 6 in Street, Grapevine, Texas 76051.
Appendix G, Section 7.(C) of the Grapevine City Code requires that the Commission shall
deny, approve, or approve with conditions any Certificate of Appropriateness application
within 30 days of receipt of a completed application, determining whether the proposed
work is consistent with the regulations contained in this ordinance, in all applicable
ordinances, and in the zoning ordinance designating the Historic Landmark Districts. Upon
posted notice, and notification by regular mail at least five (5) days in advance to the
immediately adjacent property owners as that ownership appears on the last approved tax
roll, the Commission shall conduct a public hearing on the application, at which time an
opportunity is provided for proponents and opponents of the application to present their
views.
If you cannot or do not wish to attend the public hearing, the attached form is
provided for your convenience.

David and Margaret,
I went by the building in question before the HPC Tuesday to compare the height of the helium balloons to the height
of the proposed building on that site. As I stood across the street, I think the first thing that had a concern for me was
the location of the transformer on the northwest side of the proposed construction. Knowing how we have had issues
with transformer "blowing / exploding" in our own neighborhood, I had a real concern for a building being so close to
this transformer. Then I looked at the homes in the historic residential district to the west and southwest of the proposed
building and put myself in the owners' place. There is a nice yard area directly between the site and the Lipscomb
building. Would I want to have people in a 2nd — 3rd _ 4th story residence peering out over my yard? Would I want to
be the residents of the house on the corner of West College and Church Streets having them watching my children
playing in their backyard or invading our family's privacy whenever we had any outside activity? No, I would not.
I am a great admirer of what has happened in our historic Main Street buildings — how the history has been preserved. I
am proud to share this history with various student and adult tour groups. I want to see that quaintness preserved. But in
light of the proposed 4 -story building being constructed on such a small area and behind the vintage gasoline station, I
am not in favor of this and other future projects that really disrupt this historic area our City has been working to
maintain.
Therefore, I am asking the HPC members to consider the future preservation of our downtown area and deny the
proposed project.
Thank you for allowing me and other citizens of Grapevine the opportunity to voice our concerns. I am attaching some
photos I took yesterday of the building. In one you can see the transformer. Unfortunately, the wind didn't cooperate as
it blew the balloons to and fro, but the height of the building would be out -of -place in this location off Main Street.

Staff recommends the Historic Preservation Commission approve with conditions Certificate of
Appropriateness #CA13-91 for the property located at 520 South Main Street, legally described as
Block 4, Lots 2 & 3B of Grapevine to the Grapevine Historic Preservation Ordinance 91-73
(Appendix G — Grapevine Code of Ordinances), as amended for the following items:
Demolition of existing structure on West College Street which is a part of the 520 Main
Street complex and construction of a new residential condominium building on the site. New
building to include a parking garage on the ground floor, elevator, three floors of residential
living space with a roof deck above as per the attached plans,
with the condition that final drawings be submitted and approved under a separate CA with
final selections of exterior materials including brick with mortar joints, doors, windows,
railings, awnings and lighting and verification that the four story structure does not block the
historical view corridor of Main Street from the south or the north
BACKGROUND:
Certificate of Appropriateness application #CA13-91 was submitted on October 14, 2013 by Tony
Bologna to demolish the existing structure on West College Street which is a part of the 520 Main
Street complex and construct a new residential condominium building on the site. The new building
has been designed following design guidelines established for the College Street Historic District.
The existing building is non-contributing to the College Street Historic District. A separate CA would
be required for final drawings and material selections. The building has been designed to satisfy all
of the requirements of the building department and meet building code.
The building containing six dwelling units would enhance the critical mass of residents on Main
Street which is important to quality of life and improving Main Street as a vital business district. The
architectural design concept is reminiscent of old cotton warehouse buildings found throughout
north Texas. Building materials and details were inspired by those of the old Gulf Service station at
the corner of College and Main and were selected to be compatible with the 520 Building.
Staff recommended approval of Certificate of Appropriateness #CA13-91 for demolition of the
existing building on West College Street and construction of the new residential condominium
building with the condition that final drawings be submitted and approved under a separate CA with
final selections of exterior materials including brick with mortar joints, doors, windows, railings,
awnings and lighting and verification that the four story structure does not block the historical view
corridor from the south or the north. At the October 23rd meeting the Commission unanimously
voted to table the case to the November 20th meeting with the request that helium filled balloons be

placed along the perimeter of the proposed building so that the Commissioners could see the
height of the proposed structure. These balloons were to be viewed by the Commissioners prior to
the November meeting so that the matter could be discussed at the public hearing on November
20th.
Staff recommends approval of Certificate of Appropriateness #CA13-91 for demolition of the
existing building on West College Street and construction of the new residential condominium
building with the condition that final drawings be submitted and approved under a separate CA with
final selections of exterior materials including brick with mortar joints, doors, windows, railings,

This letter confirms on November 20, 2013, the Historic Preservation Commission
approved with conditions CA13-91 for the property addressed as 520 South
Main Street #888, legally described as Block 4 Lts 2 & 3B, Grapevine, Texas. The
following was approved on this Certificate of Appropriateness:
To demolish the existing structure at the 520 South Main Street complex on
West College Street for the construction of a new residential condominium
building on the site; the new building is to include a parking garage on the
ground floor, elevator, three floors of residential living space and a roof deck as
per the attached plans; with the condition all final drawings be submitted and
approved by the Commission and all exterior materials including brick and
mortar joints, doors, windows, railings, awnings and lighting be approved be
approved by the Commission on a separate Certificate of Appropriateness
with the condition permits be obtained from the Building Department.
Please note this approved Certifi ate of Appropriateness is not an approved
