An application was filed in the office of Historic Preservation requesting Historic
Preservation Commission approval for Historic Landmark Application #HL13 -05 and
Certificate of Appropriateness #CA13 -101 on the property addressed as 404 East Worth
Street.
The applications were filed by the owner of 404 East Worth Street for the Commission to
hold a public hearing relative to a request for Historic Landmark #HL13 -05 and Certificate
of Appropriateness #CA13 -101 to convert existing garage to living space, construct new
detached two -car garage demolition of existing structure, construct Porte Cochere and
to construct living space in the attic of the existing house.
A public hearing regarding this application will be held by the Historic Preservation
Commission on Wednesday, November 20, 2013 at 6:00 PM, in the Grapevine Convention
& Visitors Bureau 2nd Floor Board Room, 636 South Main Street, Grapevine, Texas 76051.
Appendix G, Section 7.(C) of the Grapevine City Code requires that the Commission shall
deny, approve, or approve with conditions any Certificate of Appropriateness application
within 30 days of receipt of a completed application, determining whether the proposed
work is consistent with the regulations contained in this ordinance, in all applicable
ordinances, and in the zoning ordinance designating the Historic Landmark Districts. Upon
posted notice, and notification by regular mail at least five (5) days in advance to the
immediately adjacent property owners as that ownership appears on the last approved tax
roll, the Commission shall conduct a public hearing on the application, at which time an
opportunity is provided for proponents and opponents of the application to present their
views.
If you cannot or do not wish to attend the public hearing, the attached form is
provided for your convenience.

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve with conditions Certificate of
Appropriateness #CA13 -43 for the property located at 404 East Worth Street, legally described as
Block 33, Lot 251/2 ft. 3 & West 1/2 OF 4, 1, City of Grapevine, to the Grapevine Historic
Preservation Ordinance 91 -73 (Appendix G — Grapevine Code of Ordinances), as amended for the
following items:
Renovate the interior of the existing house and garage for modern living standards to include the
following items -
Convert existing detached garage into finished living space to serve as pool house;
2. Construct a new detached two -car garage in the west side yard of the house;
3. Construct new Porte Cochere on west side of the house;
4. Construct three rooms and two bathrooms in the attic of the existing house and new dormer
on the rear roof of the house;
as per attached plans with the conditions that Historic Landmark Application #HL13 -05 is
approved for the property and a building permit is obtained from the building department.
BACKGROUND:
Certificate of Appropriateness application #CA13 -101 was submitted on November 11, 2013 by the
owners Michael and Evon Harris to renovate the house at 404 East Worth Street, the Henry C. and
Deedie Yancey House, c. 1925 and update it for modern living. The house was originally built for
the Yancey family. The existing house is in near original c. 1925 condition. The house requires
significant updating of its electrical, plumbing and HVAC systems. The Harris family, longtime
Grapevine residents, have purchased the house to serve as their family home.
Modifications to the home are to allow it to serve family needs and requirements. Plans were
prepared by Sylvia Pollard, Residential Designer. The additions and renovation has been designed
to be consistent with the Craftsman Bungalow style of the house.
Staff recommends approval of Certificate of Appropriateness #CA13 -101 with conditions for
renovations to the Yancey House that has been developed following the Design Guidelines
established for the property located within the Original Town National Register Historic District with
the condition that Historic Landmark Application #HL13 -05 is approved for the property and that a
building permit is obtained from the building department.

This letter confirms on November 20, 2013, the Historic Preservation Commission
approved with conditions #CA13 -101 for the property addressed 404 East Worth
Street, legally described as Block 33 W1/2 4- E25'/2 3, Grapevine, City of,
Grapevine, Texas. The following was approved on this Certificate of
Appropriateness:
to restore existing structure of 1683 square feet and adding 508 square feet.
1) Convert existing detached garage into finished living space to serve as a
pool house;
2) Construct new two car garage in the west side yard of the house;
3) Construct new Porte Cochere on west side of the house;
4) Construct three rooms and two bathrooms in existing attic and new
dormer on the rear roof of the house;
As per the attached plans with the condition all exterior materials of siding,
doors, windows and lighting be approved on a separate Certificate of
Appropriateness and a permit is required from the Building Department.
An approved Certificate of Appropriateness is not an approved Building
Permit and a permit is / is not required. Contact the City of Grapevine's
Building Department at 817 -410 -3165 for fees and information regarding
permits.
