A MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: BRUNO RUMBELOW, CITY MANAGER '
MEETING DATE: SEPTEMBER 16, 2008
SUBJECT: INTERLOCAL AGREEMENT CITY OF FORT WORTH
HOUSEHOLD HAZARDOUS WASTE PROGRAM
RECOMMENDATION:
City Council consider approving an Interlocal Agreement with the City of Fort Worth for
continued participation in their Environmental Collection Center and Household Hazardous
Waste Program, authorize the City Manager to execute said agreement and take any
necessary action.
FUNDING SOURCE:
Funds are available in the FY 09 Budget account 100-44540-415-5; Professional Services
in an amount of$33,600.
BACKGROUND:
Grapevine has participated with Fort Worth in providing a household hazardous waste
collection facility and program for the past several years. Fort Worth received a grant from
the Texas Natural Resource Conservation Commission to construct a regional household
hazardous waste collection facility. The facility accepts household hazardous waste from
citizens of participating cities directly, or the city can hold their own collection events and the
facility will provide logistical support and accept the waste for alternative and more
environmentally sound disposal.
The cost charged by the Fort Worth Environmental Collection Center (ECC) for each
household that utilized the service was $47/household for Fiscal Year 2008 and the cost will
remain $47/household for Fiscal Year 2009. City of Grapevine staff utilize a continuous
improvement philosophy to manage this program and its local collection events. Staff was
able to save Grapevine taxpayers through partnering with various entities to help offset the
cost in Fiscal Year 2008. Staff is exploring National and State initiatives for alternatives in
managing HHW such as the National Environmental Product Stewardship Initiative whose
top priorities are paint and electronic waste management by the manufacturers of the
material.
In Grapevine, 670 households have participated in the program so far through three
quarters in FY 2008 at a disposal cost of $31,490. The City of Grapevine committed
sufficient resources to host one local collection event in Grapevine. The event was held on
June 28, 2008 with 482 households participating.Adequate funds have been earmarked for
FY2009 to host one local collection event.
HHWFY09agm
Latex paint continues to comprise the largest percentage of material received through this
program. Latex paint comprised over half(59%)of the total gross volume of HHW material
received at Grapevine's one local collection event held in Fiscal Year 2008.
The program is important because it provides our citizens with an alternative and more
environmentally sound method of disposal. Without this alternative, environmentally
hazardous waste could be illegally disposed of in the solid waste collection system, storm
water drainage system, or the wastewater collection and treatment system. The United
States and the State of Texas have promulgated rules that require cities to manage
pollution in storm water runoff. The Household Hazardous Waste Program is utilized as a
component of the comprehensive Storm Water Quality Management Program.
Staff recommends approval of the Interlocal Agreement that will continue Grapevine's
participation in Fort Worth's Environmental Collection Center and Household Hazardous
Waste Program.
