HomeMy WebLinkAboutPZ Item 11 - Minutes �)�� ,e�-.., ����� � 1.� " P & Z WORKSHOP MINUTES AUGUST 14, 2008 STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas met in Workshop on this the 14th day of August 2008, in the City Council Conference Room, 2"d Floor, 200 South Main Street, Grapevine, Texas with the following members present-to-wit: Larry Oliver Chairman B J Wilson Member Monica Hotelling Member Jimmy Fechter Alternate Gary Martin Alternate constituting a quorum with Herb Fry and Mark Lowery absent, and also present: Darlene Freed Council Representative and the following City Staff: Scott Williams Development Services Director Ron Stombaugh Planning and Development Manager Albert Triplett, Jr. Planner II Susan Batte Planning Technician CALL TO ORDER Chairman Larry Oliver called the Workshop to order at 6:04 p.m. OATH OF OFFICE No Oath of Office was given. NEW BUSINESS CONSIDERATION OF POSSIBLE ZONING CHANGESjS) TO THE PROPERTY ALONG NORTH STARNES STREET First for the Commission to discuss was possible zoning changes(s) to an eleven lot study area along North Starnes Street, on both the east and west sides of the street. A zone change application for a 14,000 square foot lot addressed at 210 North Starnes Street was considered at the July 15, 2008 meeting and tabled pending further review at a workshop to consider zoning and land uses along this portion of � North Starnes Street. The applicant was requesting to rezone the subject lot from 081408WK � ��_:,,:=< . _ P & Z WORKSHOP MINUTES AUGUST 14, 2008 it's current zoning of "R-5.0" Zero Lot Line District to "HC" Highway Commercial District with the intent to replat the property and combine it with the lot immediately adjacent to the south for the development of a 5,800 square foot office building. Discussion during the public hearing centered on the appropriateness of the zoning requested i.e. "HC" Highway Commercial District zoning versus "PO" Professional Office District zoning and the impact to the area if an encroachment of non- residential zoning were to be approved. The Commission discussed wanting to maintain the residential atmosphere of the area. There currently is no buffer between the commercial district and the residential district. Further discussion was held regarding changing the master plan and reviewing zone changes on a lot by lot basis as requested by the property owners. Monica Hotelling moved to set a public hearing to change the master land use on Lots B, C, L, M and N, J J Hall Addition and the north portion of Lot 1 R, Starnes Addition from "RM" Residential Medium Density to "LC" Commercial Light Intensity. B J Wilson seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Fechter and Martin Nays: None AMENDMENTS TO SECTION 60 SIGN REGULATIONS Next for the Commission to discuss was amendments to Section 60, Sign Regulations relative to forty foot pole signs along William D Tate Avenue (State Highway 121). Currently, pole signs in excess of 20-feet in height up to a limit of 40-feet are allowed as a conditional use on property that is zoned "CN" Neighborhood Commercial District, "CC" Community Commercial District and "HC" Highway Commercial District provided that property has frontage on State Highway 360, State Highway 114 (excluding Business 114 i.e. Texan Trail), Farm to Market Road 2499 and State Highway 121—excluding that area of State Highway 121NVilliam D. Tate Avenue that is 2,400 feet south of the southern right-of-way of Timberline Drive all the way south to the city limit line. In simpler terms, a request for a pole sign in excess of 20- feet must have the appropriate zoning and be located along a state highway (excluding State Highway 26) or Farm to Market 2499 however, no pole sign in excess of 20-feet can be located on State Highway 121/William D. Tate south of the State Highway 121/360 intersection. The exclusion of this portion of State Highway 121 relative to pole signs in excess of 20-feet was based primarily on the desire to limit visual clutter along one of the main entryways into the city. APPROVED: CHAIRMAN ATTEST: SECRETARY NOTE: Planning and Zoning Commission continued with the Joint Public Hearing 081908 2 P & Z JOINT PUBLIC HEARING AUGUST 19, 2008 therefore the applicant requested to withdraw without prejudice conditional use application CU08-15. City Council and the Planning and Zoning Commission accepted the applicant's request to withdraw without prejudice. HISTORIC LANDMARK SUBDISTRICT HL08-02 - YATES-ALLISON HOUSE Next for the Commission to consider and make recommendation to the City Council was historic landmark subdistrict application HL08-02 submitted by International Porcelain Artists and Teachers, Inc. for property located at 204 East Franklin Street and platted as Lot 1 R, Block 16, City of Grapevine Addition. The applicant was requesting a historic landmark subdistrict to be known as the Yates-Allison House. With no further questions, guests to speak, no letters or petitions, the public hearing was closed. In the Commission's deliberation session Herb Fry moved to approve historic landmark subdistrict application HL08-02. B J Wilson seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Lowery, Hotelling, Fechter and E. Martin Nays: None HISTORIC LANDMARK SUBDISTRICT HL08-04 - E A BUSHONG-TURNAGE HOUSE Next for the Commission to consider and make recommendation to the City Council was historic landmark subdistrict application HL08-04 submitted by Sherry Jaquess for property located at 220 East Franklin Street and platted as Lot 1 D, Block 31, City of Grapevine Addition. The applicant was requesting a historic landmark subdistrict to be known as the E A Bushong-Turnage House. With no further questions, guests to speak, no letters or petitions, the public hearing was closed. In the Commission's deliberation session Monica Hotelling moved to approve historic landmark subdistrict application HL08-04. Elaine Martin seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Lowery, Hotelling, Fechter and E. Martin Nays: None HISTORIC LANDMARK SUBDISTRICT HL08-08 - ED DAVIS HOUSE Next for the Commission to consider and make recommendation to the City Council was historic landmark subdistrict application HL08-08 submitted by Keith Roberts for 081908 4 P & Z JOINT PUBLIC HEARING AUGUST 19, 2008 With no further business to discuss, B J Wilson moved to adjourn the meeting at 8:16 p.m., Herb Fry seconded the motion which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Lowery, Hotelling, Fechter and E.
