SUBJECT: AWARD OF ANNUAL CONTRACT RENEWAL OF BID NUMBER
262-2006 FOR GOLF COURSE AND STREET MATERIALS
RECOMMENDATION:
City Council to consider annual contract renewals to TXI-Coppeil, U.S. Silica and Big
Sandy Sand Company for various types of Golf Course and Street materials. Annual
expenditures will be limited to the budgeted amount for this service.
FUNDING SOURCE:
Funds are available in account 325-48899-415-06-0008 (Lease Fund/Capital Equipment
Plan/Infrastructure/New Streets) $35,000 and 210-42205-340-2 (Lake Enterprise Fund/
Grounds Maintenance/Course Maintenance) $10;000.
BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). The bid advertisement was posted in
the Fort Worth Star-Telegram on April 27, 2006 and May 4, 2006.
The purpose of this bid is to establish annual fixed pricing for various types of materials
required on an as-needed basis by the Municipal Golf Course and Street Division. Bids
were sent to five vendors. Three vendors responded. Council initially approved contracts
with TXI-Coppell, U.S. Silica and Big Sandy Sand Company on June 6, 2006. The
contracts were for an initial one-year period with options to renew for four additional one-
year periods. If renewed, this would be the second, one-year renewal period.
This bid requested fixed annual pricing (delivered and picked up) for seven types of
aggregate materials. Three vendors responded to the bid and offered pricing for six of
the seven types of materials. One of the seven types (Items 1 and 2) were no bid by all
vendors. TXI-Coppell was low bid on two delivered and two picked up items, U.S. Silica
was low bid on two delivered items and three picked up items. Big Sandy Sand
Company was low bid on two delivered items and one picked up item.

All vendors have provided this service in the past with satisfactory results and agreed to
renew the contract. Due to the rapid acceleration of fuel costs and raw materials, U.S.
�`"�` Silica has requested a 9% increase in cost and TXI-Coppell has requested a 6.3%
increase in cost. Big Sandy Sand Company has agreed to renew the contract with no
additional cost increase. A breakdown on the increase pricing is attached for review.
Staff recommends renewal of contracts to TXI-Coppell, U.S. Silica and Big Sandy Sand
Company for the items that each is low bid on as primary suppliers.
