SUBJECT: APPROVAL TO RENEW AN ANNUAL CONTRACT FOR RFB
328 -2010 FOR AGGREGATE ASPHALT ROAD SURFACING
MATERIALS (HOT MIX)
RECOMMENDATION:
City Council to consider approval to renew an annual contract for RFB 328 -2010 with
JLB Contracting, Inc., Lane Construction Corporation and Reynolds Asphalt and
Construction for aggregate asphalt surfacing materials (Hot Mix).
FUNDING SOURCE:
Funds for this purchase are available in
Maintenance /Capital Replacement/Transportatio n
estimated budgeted amount of $500,000.00.
BACKGROUND:

Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). The bid was advertised in the Fort
Worth Star Telegram on October 22 and 29, 2009. The contract was for an initial one -
year period with four, one -year renewal options. If approved, this will be for the fourth
and final renewal option.
The purpose of this bid is to establish fixed annual pricing for the purchase of asphalt
road surfacing products (Hot Mix) to be purchased by the Public Works Street
Department on an as- needed basis. Based on the evaluation of the bid by Purchasing
and the Public Works Department, it was determined the award be made to JLB
Contracting, Inc., Lane Construction Corporation and Reynolds Asphalt and
Construction who submitted the lowest responsive and responsible bids for their line
items. To ensure the availability of supply, Council awarded primary and secondary
contracts to the lowest bids received.
JLB Contracting, Inc., Lane Construction Corporation and Reynolds Asphalt have
agreed to renew with an overall price increase of 2% due to increases in raw materials,
transportation and energy used in the manufacturing of products they were awarded.

JLB Contracting, Inc., Lane Construction Corporation and Reynolds Asphalt and
Construction and have supplied these services to the City in the past with successful
results.
Staff recommends approval.
