SUBJECT: RESOLUTION AUTHORIZING MEMBERSHIP IN THE
INTERNATIONAL COUNCIL FOR LOCAL ENVIRONMENTAL
INITIATIVES (ICLEI) AND COMMITTING TO SUPPORT
SUSTAINABLE DEVELOPMENT
RECOMMENDATION:
City Council consider adopting a resolution authorizing the City of Grapevine to become
a member in the International Council for Local Environmental Initiatives (ICLEI),
participate in the Cities for Climate Protection Campaign by promoting sustainable
development, undertake the Cities for Climate Protection Campaign's five milestones to
reduce both greenhouse gas and air pollution emissions associated with municipal
activities, and take any necessary action.
BACKGROUND:
ICLEI is an international association of local governments dedicated to achieving
improvements in global environmental conditions through cumulative local actions.
Actions include adopting policies, and implementing measurable goals to reduce
greenhouse gas (GHG) emissions.
ICLEI provides a program of five milestones for member cities to pursue in their efforts
to reduce greenhouse gas emissions.
• Inventory emissions
• Target reductions
• Develop action plan
• Implement plan
• Monitor and evaluate progress

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING MEMBERSHIP IN
THE INTERNATIONAL COUNCIL FOR LOCAL
ENVIRONMENTAL INITIATIVES (ICLEI) AND COMMITTING
TO SUPPORT SUSTAINABLE DEVELOPMENT WITHIN
THE CtTY OF GRAPEVINE, TEXAS AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, scientific consensus has developed that carbon dioxide (CO2) and
other greenhouse gases released into the atmosphere affect the Earth's climate; and
WHEREAS, reduced emissions through energy efficiency, land use and
transportation planning, waste reduction, and wise energy management improves air
quality; and
WHEREAS, local government actions taken to reduce greenhouse gas
emissions and increase energy efficiency provide multiple local benefits by decreasing
air pollution, creating jobs, reducing energy expenditures, and saving money for the
local government, its businesses, and its residents; and
WHEREAS, the Cities for Climate Protection° Campaign sponsored by ICLEI —
Local Governments for Sustainability has invited the City of Grapevine to join tCLEI and
become a partner in the Cities for Climate Protection Campaign.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That the City of Grapevine agrees to join ICLEI as a Full Member,
to participate in the Cities for Climate Protection Campaign and, as a participant,
pledges to promote and support sustainable development.
Section 2. That the City of Grapevine shall undertake the Cities for Climate
Protection Campaign's five milestones to reduce both greenhouse gas and air pollution
emissions, and specifically:
• Conduct a greenhouse gas emissions inventory and forecast to determine the
source and quantity of greenhouse gas emissions for municipal activities;
• Establish a greenhouse gas emissions reduction target;
• Develop an action plan with both existing and future actions which when
implemented will meet the local greenhouse gas reduction target;
• Implement the action plan; and
• Monitor and evaluate progress.
Section 3. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 1 st day of July, 2008.
