RECOMMENDATION:
Staff recommends the City Council and the Planning and Zoning Commission accept
the applicant’s request to withdraw conditional use application CU24-36, and take any
other necessary action.
BACKGROUND:
Conditional use permit CU24-36 is a request to operate a non-profit organization for
supportive housing and an outdoor playground as part of a mentorship program with
GRACE. On September 16, 2024 the applicant requested that the application be
withdrawn from consideration by the City Council and Planning and Zoning
Commission. Refer to the applicant’s letter of withdrawal attached.

and an outdoor playground as part of a mentorship program with GRACE. The property is zoned

City Council,
My name is Glenda Fisher and I am the owner of the duplex at 502 and 504 E. Worth St. in Grapevine. I
was recently made aware of the intention of Grace to buy the apartments caddy corner to my property
and to turn those apartments into a rehabilitation facility for those with alcohol/drug addiction issues.
I am vehemently against this proposal and am shocked that the city of Grapevine would entertain such a
request. I cannot comprehend why such a facility would be permitted in Historic Grapevine and I will
outline my sound reasons for this opinion below.
1. Grapevine Faith Middle School is two blocks from these apartments. So we want to allow drug
addicts and junkies to be within 500-1000 feet of a school. This is insanity on the most basic level.
I would hope I don’t have to explain to the City Council why having children next to criminals is a
terrible idea. Children walk past these apartments every day on their way to and from school.
Would you want your children to encounter the type of person who lives in those apartments?
2. Property values in Historic Grapevine will plummet if this is allowed to happen. It is completely
unfair that it takes an act of Congress for us, property owners, to make changes to our homes
because of the City’s regulations regarding the historic district, yet the City Council would
consider allowing the dregs of society to infiltrate our city and indiscriminately devalue our
property. Would you want to live next to this facility?
3. Grapevine, specifically near Main Street, is a walkable city. And it is a walkable city at all times;
day, night, whenever. Men, women, children, and their pets feel safe to walk the streets at all
hours due to the culture that exists in Grapevine. This will not exist if such a facility is permitted to
come to fruition. These types of facilities are not inherently bad; however, they must exist in
communities where it culturally makes sense. Grapevine is not one of these communities. These
facilities bring the issues that come with addiction; weapons, drugs, violence, and unrest. There is
no place for this in our city.
4. Allowing this facility in Grapevine will lead to increased safety issues. Grapevine is composed of
citizens who support the right to protect what is theirs. Currently, there is no need for additional
measures in order for residents to protect their property and their well being. However, if the City
Council welcomes in what is essentially a halfway house, residents will feel their security is
threatened. And the means they may use to secure their property and well-being may be
unfavorable to the image that Grapevine would like to portray.
In closing, it is not even fathomable how such a facility could be allowed in our city. This proposal must
be struck down immediately and with prejudice. The very fabric of what makes Grapevine the community

it is rests solely with the residents who inhabit it. If you allow the community to be compromised, the
social construct, and the accompanying revenue that comes with it, will be decimated.

City Council will prevail.

I serve on the GRACE Board of Directors and have seen firsthand, the tremendous work done by GRACE in the

I have the honor of sharing my support to GRACE and their request for approval of
CU24-36 - GRACE Housing - 421 E. Worth St. My name is Kevin McNamara and I
have been a small business owner here in Grapevine for almost 10 years!
Grapevine has always impressed me with the way the City partners with its citizens,
local agencies and non profits.
The mentorship program Grace will be providing at this proposed location is a great
opportunity to reach those deserving of growth opportunities. This approval, I
might add, changes, out of state ownership of this property to local ownership. This
property will be owned by GRACE, who has a long standing relationship in our great
city and will continue this relationship by improving this property!
I am passionate about GRACE and its mission. This mentorship program is a tough
program to get in to. The clients who qualify are truly ready to put in the work, and
highly vetted. I am proud to bring to your attention that our current mentorship
program has had 2 calls to the PD over the last 6 years for domestic disturbance or
domestic violence. In comparison to the property Grace is proposing to purchase
there were 50 calls in 6 years. Striking difference.
These clients have a 2 year stringent program where they grow their financial
literacy. They are safe, supported, and given the tools to succeed and become
financially independent. Those that have walked in those shoes before, from
graduating the program, come back to encourage and help the next one in line.
It is beyond exciting the see the ripple effect of this and the positive impact in our
community.
Thank you for your support of GRACE in the past, and I ask you continue to support
by approving this Conditional Use Permit.

As a property owner and resident of Grapevine, I'd like to protest the application for "GRACE
HOUSING"/"supportive housing" at 421 East Worth Street. The residential properties all around downtown
Grapevine are charming, safe, historical, and well-kept. Our City has done an amazing job making it a desired
area to live and visit with increasing property values and lots of desirable things to do and places to visit.
Properties in this area are NOT the place for this kind of housing. Allowing this would be taking a step
backward and detrimental to the plan for Grapevine. Please decline this application.

As an interested citizen, I protest and have the following comments:
I strongly object to the application submitted by Ridinger Associates,
Inc. for property located at 421 East Worth Street, platted as Lot 2R,
John Trigg Subdivision. A non-profit organization for supportive housing
is a euphemism for homeless shelter, and this type of housing has no place
in a family neighborhood which has also been deemed a historic township.
I moved to Grapevine from Los Angeles County in California seven years ago
so I have witnessed the degradation of communities when seemingly well
meaning non-profit entities partner with local government officials who
both stand to gain financially through federal and state grants and
subsidies. I would have never believed that our trusted, elected
officials in this city would even entertain this idea.
I live less than two blocks away from the proposed site. I am concerned
for the safety and sanctity of my neighborhood as well as the negative
impact such a project will surely have on property values well beyond the
neighbors who live less than 200 feet away from 421 East Worth Street.
Already, I have seen a huge influx of transient individuals roam the
neighborhood on their way from the train station to GRACE. One such
individual asked me for money to buy drugs while I was working in my
yard.
This proposed site, as well as other apartment buildings in the area, are
eyesores. City officials have allowed these apartment homes to be
neglected by the owners when homeowners are held to the highest of
standards in property maintenance, including to adhering to strict
historic guidelines. Let me be clear, I place no blame on the tenants, but
with the amoral landlords of these properties. This double standard is
antithetical. I personally know of two local, well established property
developers who proposed plans to re-imagine this site in accordance with
community aesthetics, and I am at a loss as to why the city of Grapevine
may opt for this regretful decision instead.
Perhaps GRACE has the best of intentions, but the long term effects of
homeless shelters would be devastating to this quaint neighborhood.

As a Property Owner in the neighborhood (324 Ruth St) and an interested
citizen, I have the following comments:
If this is housing for mothers and children (for example: teen moms,
substance abuse recovery, or domestic abuse survivors - MOTHERS
ONLY), I support the initiative. However, if anyone here has been
convicted of any crime above a misdemeanor or if it’s transitional
housing for men, I do not support the intiative. Also, I do not support
any version of a half-way house. If there is a guanantee that all adults
in the building will be screened for this, then okay.
There are children walking all over this neighborhood. It is a place for
tourists as well as homeowners who moved here for peaceful Main St.
American safety. Personally, we did not move from Dallas/Bishop Arts
to experience more of the same initiatives here. Police cars. The smell
of weed. Too many vehicles for one unit. Litter. Fear of child predators.
Anything that hints at this is a hard no for my family.
On the other hand, a peaceful, well-managed place for mothers and
their YOUNG children to recover from life events is a risk I’m willing to
take as there is not enough help in our systems for them.

Dear City Council,
As a historic, commercial building owner on Main Street for over 26 years, I strongly believe that the supportive housing
should be developed in areas where the infrastructure is better suited for higher-density residential use. There are
other parts of the city that could more effectively accommodate such projects without compromising the historic
integrity of the neighborhood at Dooley & Worth. I encourage Grace to explore alternative locations for the supportive
housing that are better aligned with their land-use plans and have the infrastructure necessary to support such
developments.

As interested citizens, We protest and have the following comments:
We strongly object to the application submitted by Ridinger Associates, Inc. for property located at 421 East Worth Street,
platted as Lot 2R, John Trigg Subdivision. A non-profit organization for supportive housing is a euphemism for homeless
shelter, and this type of housing has no place in a family neighborhood which has also been deemed a historic township.
We moved to Grapevine from Orange County in California six years ago and we have witnessed the degradation of
communities when seemingly well meaning non-profit entities partner with local government officials who both stand to
gain financially through federal and state grants and subsidies. We would have never believed that our trusted, elected
officials in this city would even entertain this idea.
We live less than two blocks away from the proposed site. We are concerned for the safety and sanctity of our
neighborhood as well as the negative impact such a project will surely have on property values well beyond the neighbors
who live less than 200 feet away from 421 East Worth Street. Already, we have seen a huge influx of transient individuals
roam the neighborhood on their way from the train station to GRACE. We have seen individuals foraging through outdoor
ashtray at Tolberts looking for used cigarettes, waste, etc.
This proposed site, as well as other apartment buildings in the area, are eyesores. City officials have allowed these
apartment homes to be neglected by the owners when homeowners are held to the highest of standards in property
maintenance, including to adhering to strict historic guidelines. Let me be clear, we place no blame on the tenants, but
with the amoral landlords of these properties. This double standard is antithetical. We know of two local, well established
property developers who proposed plans to re-imagine this site in accordance with community aesthetics, and we are at a
loss as to why the city of Grapevine may opt for this regretful decision instead.
Perhaps GRACE has the best of intentions, but the long term effects of homeless shelters would be devastating to this
quaint neighborhood.

I Jay Haggard as a resident of Grapevine for 30 plus years. I strongly oppose the halfway house being put
in the historical district. Not only will in diminish the properties around it and our town. It is very close to a
school. This is not something we want in Grapevine. You will be adding crime in our city, also more people on
may street begging for money and food.

PROPERTY LOCATION AND SIZE:
The subject property is located at 421 East Worth
Street platted as Lot 2, John Trigg Subdivision.
The site contains approximately 1.187 acres and
has approximately 229 feet of frontage along East
Worth Street and 234 feet of frontage along Dooley
Street.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to operate a non-profit organization
for supportive housing and an outdoor playground as part of a mentorship program with
GRACE.
The subject site was developed in 1972 as a 32-unit multifamily development. The
applicant is requesting to allow a non-profit (GRACE) to utilize the existing property as
living accommodations for a two-year mentorship program for participants. Each vetted
occupant will participate in stringent and monitored mentorship while working and/ or
attending educational opportunities as well as have access to other GRACE programs
that support self-sufficiency. The site consists of:•Three buildings adjacent to the west property line that share a roof and are connected by two breezeway stairwells; and •Four buildings adjacent to the east property line, two of which share a roof and are connected by a breezeway stairwell.

With this request, the applicant is also proposing a 400 square foot playground in the northwest corner of the property. The site has existing access along East Worth Street and features 48 parking spaces for residents. No exterior changes are being proposed as part of this request.
If approved, this will be the first reading of an ordinance given the subject site requires
approval for special exceptions to allow the existing residential dwellings to remain as
developed along with encroachments into the front and rear yard setbacks, to exceed
maximum impervious area, a reduction in required parking, and to allow vehicle parking
within the required front yard adjacent to the south property line. This item will be heard
before the Board of Zoning Adjustment at their October 7, 2024, meeting. If approved by
the Board, the second reading will take place at the joint City Council and Planning and
Zoning October 15, 2024, meeting.
PRESENT ZONING AND USE:
The property is currently zoned “R-7.5”, Single-Family District and is developed as a 32-
unit apartment complex.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject site was zoned “R-3”, Multiple-Family Dwelling District prior to the 1984
City-wide Rezoning at which time the subject site was rezoned to “R-7.5”, Single-Family
District.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: “R-7.5”, Single Family District – Rawls & Dalton Subdivision
SOUTH: “R-7.5”, Single Family District – Yates & Jenkins Addition and
Original Town of Grapevine
EAST: “R-7.5”, Single Family District – College Heights Addition
WEST: “R-7.5”, Single Family District – Original Town of Grapevine
AIRPORT IMPACT:
The subject tract is located within “Zone A” zone of minimal effect as defined on the
“Aircraft Sound Exposure: Dallas Fort Worth Regional Airport Environs” map. Few
activities will be affected by aircraft sounds in Zone A except for sound sensitive
activities such as auditoriums, churches, schools, hospitals, and theaters. The
applicant’s proposal is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:

Map 2: Land Use Plan of the Comprehensive Master Plan designates the subject
property as a Residential Low Intensity (RL) land use. The applicant’s proposal is not
compliant with the Master Plan.
THOROUGHFARE PLAN APPLICATION:
The City of Grapevine’s Thoroughfare Plan designates East Dooley Street as a Type E,
Collector with a minimum 75-foot right-of-way developed as 4 lanes. The City of
Grapevine’s Thoroughfare Plan does not designate East Worth Street.
