GRAPEVINE HOUSING AUTHORITY OFFICE 131 STARR PLACE, GRAPEVINE, TEXAS CALL TO ORDER PUBLIC HEARING 1. Public Hearing to obtain input from the public in reference to the revised Agency's Admissions & Continued Occupancy Policy, 5-Year Capital Action Plan for 2025-2029, 2025 Annual Plan, Dwelling Lease, and Agency Policies REGULAR MEETING CITIZEN COMMENTS 2. Any person who is not scheduled on the agenda may address the Board of Commissioners under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the Executive Director. A member of the public may address the Board of Commissioners regarding an item on the agenda either before or during the Board's consideration of the item, upon being recognized by the Chair of the Board or upon the consent of the Board. Citizens will have 3 minutes to address the Board of Commissioners. In accordance with the Texas Open Meetings Act, the Board is restricted in discussing or taking action during Citizen Comments. REPORT OF THE EXECUTIVE DIRECTOR (INFORMATIONAL ONLY) 3. Status of Grapevine Housing Authority A. Rent Delinquency and Information Sheet B. Capital Funds Report and Work in Progress C. Report of Public Housing Activity and Issues through September 23, 2024 D. Update from the Resident Advisory meeting held on September 20, 2024 NEW BUSINESS 4. Consideration of the minutes from the August 22, 2024, meeting and take any necessary action. 5. Consideration of Resolution No. 24 — 09 to approve the 2025 Operating Budget. 6. Consideration of Resolution No. 24 - 10 to approve the Agency's revised 2023 and 2024 Annual Plans, 5-Year Capital Action Plan for 2025-2029, 2025 Annual Plan, Dwelling Lease, Admissions and Continued Occupancy Policy, and other Addendums and policies. 7. Consideration and acceptance of the July and August 2024, monthly financial statements and take necessary action. State of Texas County of Tarrant City of Grapevine The Board of Commissioners of the City of Grapevine Housing Authority met in a Public Hearing and Regular Session on this the 26th day of September 2024, in the Conference Room of the Grapevine Housing Authority, 131 Starr Place, with the following members present to wit: Bonnie McHugh Bruce Woodward Teri Rhodes -Cantu Ron Moxom Vice Chair Financial Officer Commissioner Resident Commissioner Constituting a quorum, with the following also present: Jane Everett Executive Director Call to Order Vice Chairperson McHugh called the meeting to order at 4:00 p.m. PUBLIC HEARING Vice Chair McHugh opened the Public Hearing at 4:00 Item #1 - Public Hearinq to obtain input from the public in reference to the Aoencv's revised 2023 and 2024 Annual Plans, Five Year Action Plan for 2025-2029, Dwellinq Lease. Admissions and Continued Occupancv Policv. and other Addendums and oolicies. No citizens or residents spoke at the public hearing. Public Hearing closed 4:00 REGULAR MEETING Item #2 - Citizen Comments No Citizen comments submitted. Item # 3 - Reoort of the Executive Director (Informational Onlvl A. Rent Delinauencv and Information Sheet The Executive Director reported to the Board on the rent delinquencies, number of empty units, work orders and statistical information for the waiting list for Public Housing through September 23, 2024. B. CaDltal Funds Reoort and Work in Proqress The Executive Director reported to the Board on the current Capital Funds and corresponding projects. C. Report of Public Housino Activitv and Issues The Executive Director informed the Board the Grapevine Housing Authority has purchased signs to put on all streets to remind residents of the upcoming resident meeting. There was a large turnout at the September 20 meeting. D. Update from the Resident Advisory meeting held on Seotember 20, 2024 Officer Patrick O'Neal from the Grapevine Police Department was the speaker at the meeting. Officer O'Neal updated the residents that the #1 crime in Grapevine is theft followed by domestic arguments. The average response time is 2 minutes compared to the national average of 6 minutes. He noted the elderly are vulnerable and often targeted for social media fraud, donation scams to get bank account information, and impersonating law enforcement. He answered several questions from the residents, including it is not a crime to call 911 and encouraged residents to call even if they are not sure if it is important. Sheri Boardman and Rosa Morales won BINGO and Linda Hamm won the $20 Wal-Mart gift card donated by the Bereans. The residents enjoyed a lunch of tacos, assorted fruit, and vanilla ice cream with chocolate syrup for dessert. NEW BUSINESS Item #4 - Consideration of the minutes from the Auoust 22. 2024. meeting and take anv necessary action, The Board was provided the minutes from the August 22, 2024, meeting for approval. Commissioner Rhodes -Cantu moved and Commissioner Moxom seconded to accept the August 22, 2024, minutes as presented. Ayes: McHugh, Woodward, Rhodes -Cantu and Moxom Nays: None Absent: Troeger Motion passed: 4-0 Item #5 - Consideration of Resolution No. 24-09 to aoorove the 2025 or000sed Operating Budget. The Executive Director presented the Board with the 2025 proposed Operating Budget for their review Commissioner Woodward moved and Commissioner Moxom seconded to approve Resolution No. 24-09 to approve the 2025 Operating Budget. Ayes: McHugh, Woodward, Rhodes -Cantu and Moxom Nays: None Absent: Troeger Motion passed: 4-0 Item # 6 -Consideration of Resolution No. 24-10 to approve the Aaencv's revised 2023 and 2024 Annual Plans. Five Year Action Plan for 2025-2029. Dwellina Lease, Admissions and Continued Occuoancv Policv. and other Addendums and Dolicies. The Executive Director presented the Board with the updated Dwelling Lease, addendums and policies, Admissions and Continued Occupancy Policy and budgets for review. Commissioner Woodward moved and Commissioner Rhodes -Cantu seconded to approve Resolution No. 24-10 to approve the Agency's revised 2023 and 2024 Annual Plans, Five Year Action Plan for 2025-2029, Dwelling Lease, Admissions and Continued Occupancy Policy, and other Addendums and other policies. Ayes: McHugh, Woodward, Rhodes -Cantu and Moxom Nays: None Absent: Troeger Motion passed: 4-0 Item #7 - Consideration and acceptance of the Julv and Auoust 2024 monthly financial statements and take necessary action. The Executive Director presented the Board with an electronic copy of the July and August 2024 financial statements for their review. Commissioner Woodward moved and Commissioner Moxom seconded to approve the July and August 2024 financial statements. Ayes: McHugh, Woodward, Rhodes -Cantu and Moxom Nays: None Absent: Troeger Motion passed: 4-0 ADJOURNMENT Commissioner Moxom moved and Commissioner Woodward seconded that the meeting be adjourned.
