The Planning and Zoning Commission of the City of Grapevine, Texas met in Speciai
Briefing Session on this the 23rd day of June 2008 at 7:00 p.m. in the Planning and
Zoning Conference Room, 200 South Main Street, 2nd Floor, Grapevine, Texas with.the
following members present-to-wit:

CALL TO ORDER
Chairman Oliver called the meeting to order at 7:00 p.m.
ITEM 1. BRIEFING SESSION
Chairman Oliver announced the Planning and Zoning Commission would conduct a
briefing session relative to the following cases:
Z07-08 CITY OF GRAPEVINE
Z08-01/MP08-01 CITY OF GRAPEVINE
Z08-04 CITY OF GRAPEVINE
SU08-03 VERIZON WIRELESS
AM08-02 AMENDMENTS TO THE COMPREHENSIVE ZONING

to discuss development issues.

Public Hearing with the City Council, on this the 23rd day of June 2008, in the City
Council Chambers, 200 South Main Street, 2nd Floor, Grapevine, Texas with the
following members present-to-wit:

CALL TO ORDER
Mayor Tate called the joint meeting to order at 7:33 p.m. and Chairman Oliver called the
Planning and Zoning Commission deliberation session to order at 8:22 p.m.
INVOCATION
Commissioner B J Wilson delivered the Invocation.
JOINT PUBLIC HEARINGS
ZONE CHANGE APPLICATION Z07-08 - CITY OF GRAPEVINE
First for the Commission to consider and make recommendation to the City Council was
zone change application Z07-08 submitted by City of Grapevine for properties located
generally south of Northwest Highway, east of Ball Street, west of Dooley Street, and
north of State Highway 114. The applicant was requesting to rezone the subject
properties owned by the City of Grapevine not currently zoned "GU" Governmental Use
District. The subject properties were zoned "HC" Highway Commercial, "CBD" Central
Business District, "LI" Light Industrial, and "R-7.5" Single Family Residential District. �

Ms. Marjorie White was concerned if the parking lots would still be open to the pubiic.
,_ - Ms. White was informed that the parking lots would remain open to the public.
With no further questions, guests to speak, three letters of support and two letters of
protest, the public hearing was closed.
In the Commissioners deliberation session, B J Wilson moved to approve zone change
application Z07-08. Danette Murray seconded the motion, which prevailed by the
following vote:
Ayes: Oliver, Wilson, Murray, Lowery, Hotelling, Fechter and Martin
Nays: None
ZONE CHANGE APPLICATION Z08-01 AND MASTER LAND USE MAP II UPDATE
MP08-01 - CITY OF GRAPEVINE
Next for the Commission to consider and make recommendation to City Council was
zone change application Z08-01 and future land use update MP08-01 submitted by City
of Grapevine for property located generally west of North Main Street between Banyan
Street and West Peach Street. The applicant was requesting to rezone the subject
properties from "CN" Neighborhood Commercial District and "R-MF-1" Multifamily
District to "R-5.0" Zero-Lot-Line District. The applicant was also requesting to update
the Master Land Use Map II from "LC" Commercial Low Intensity and "RH" Residential
.�. High Density land uses to "RM" Residential Medium Density.
Mr. Richard Pemberton, a property owner, spoke in opposition of the application stated
that he felt the highest and best use of the property would be multifamily. Other
property owners speaking in opposition of the application due to the negative impact on
property values were Ms. Glenda Fischer, Mr. Matthew Fleeger (also representing
Karen Whittlesey and Mohamed Benali). Adjacent property owner, Ms. Joyce
Rethmeier also spoke in opposition of the application.
With no further questions, guests to speak, 17 letters of opposition, the public hearing
was closed.
In the Commissioners deliberation session, Danette Murray moved to approve zone
change application Z08-01. Mark Lowery seconded the motion, which prevailed by the
following vote:
Ayes: Oliver, Wilson, Murray, Lowery, Hotelling, Fechter and Martin
Nays: None
In the Commissioners deliberation session, B J Wilson moved to approve master land
use map update MP08-01. Monica Hotelling seconded the motion, which prevailed by
the following vote:

ZONE CHANGE APPLICATION Z08-04 - CITY OF GRAPEVINE
Next for the Commission to consider and make recommendation to the City Council was
zone change application Z08-04 submitted by City of Grapevine for property located
generally east of Wood Street between East Worth Street to the south and East Wall
Street to the north. The applicant was requesting to rezone the subject properties from
"R-MF-2" Multifamily District and "R-5.0" Zero-Lot-Line District to "R-7.5" Single Family
Residential District.
Mr. Cody Hammock, an adjacent property owner, spoke in support of the application.
With no further questions, guests to speak, two letter of support, the public hearing was
closed.
In the Commissioner's Deliberation session, Danette Murray moved to approve zone
change application Z08-04. B J Wilson seconded the motion, which prevailed by the
following vote:
Ayes: Oliver, Wilson, Murray, Lowery, Hotelling, Fechter and Martin
Nays: None
SPECIAL USE APPLICATION SU08-03 - VERIZON WIRELESS
Next for the Commission to consider and make recommendation to the City Council was
special use application SU08-03 submitted by Zone Systems for property located at
1800 State Highway 26 and platted as Lot 1, DFW Hilton Addition. The applicant was
requesting to allow the collocation of a cellular antenna array and an equipment cabinet
on the rooftop of the north tower penthouse area of the DFW Hilton Hotel.
Ms. Lisa Campbell, representing the applicant, was available to answer questions and
requested favorable consideration of the applicant. Ms. Campbell stated that the
nearest tower to the Hilton would be at 1060 Texan Trail.
With no further questions, guests to speak, letters nor petitions, the public hearing was
closed.
In the Commissioner's Deliberation session, Danette Murray moved to approve special
use application SU08-03. Jimmy Fechter seconded the motion, which prevailed by the
following vote:

AM08-02 - ZONING ORDINANCE AMENDMENTS - TO AL� RELEVANT SECTIONS
- RELATIVE TO "CALL CENTERS"
Next for the Commission to consider and make recommendation to the City Council was
amendments to Section 12, Definitions, Section 23, "LB" Limited Business District,
Section 24, "CN" Neighborhood Commercial District, Section 25, "CC" Community
Commercial District, Section 26, "HC" Highway Commercial District, Section 27, "PO"
Professional Office District, Section 28, "CBD" Central Business District, Section 29,
"HCO" Hotel/Corporate Office District and Section 32, "BP" Business Park District
relative to "call centers".
Section 23, "LB" Limited Business District, Section 24, "CN" Neighborhood Commercial
District, and Section 27, "PO" Professional Office District are generally recognized as
low intensity non-residential zoning districts suitable as transitional areas adjacent to
residentially zoned property which can be used as a buffer to separate neighborhoods
from higher intensity retail and commercial based developments. Uses in these zoning
districts are limited in size and scope to such uses as small retail shops, personal
service establishments, i.e. beauty shops, dry cleaners etc. and offices. One particular
use not specifically accounted for is, "call center." Call centers typically utilize a large
number of employees that occupy smaller workspaces than in other traditional office-
based settings and may operate on a 24 hour schedule which can create conflict when
located adjacent to residential uses on property zoned for less intensive uses.
_�E Call centers located in other more intensive zoning districts can have a deleterious
effect particularly on property that is already developed with parking provided for
general office and retail uses. Call centers, given their typical high parking demands
can overwhelm the provided parking for developed areas causing problems that may
spill over to other properties an encourage parking in areas not permitted or developed
for that activity.
In the Commission's detiberation session B J Wilson moved to approve the
amendments to the zoning ordinance AM08-02. Jimmy Fechter seconded the motion,
which prevailed by the following vote:
Ayes: Oliver, Wilson, Murray, Lowery, Hotelling, Fechter and Martin
Nays: None
CONSI_DERATION OF MAY 20, 2008 MINUTES
Next for the Commission to consider were the minutes of the May 20, 2008, Planning
and Zoning joint public hearing
B J Wilson moved to approve the Planning and Zoning Commission minutes of May 20,
2008 as written. Danette Murray seconded the motion, which prevailed by the following
vote:

ADJOURNMENT
Danette Murray announced her resignation from the Planning and Zoning Commission
effective June 24, 2008 due to moving out of the City of Grapevine.
With no further business to discuss, Danette Murray moved to adjourn the meeting at
8:50 p.m., Jimmy Fechter seconded the motion which prevailed by the following vote:
Ayes: Oliver, Wilson, Murray, Lowery, Hotelling, Fechter and Martin
Nays: None
