SUBJECT: EMERGENCY REPAIRS TO HILTON LIFT STATION FORCE
MAIN RESOLUTION APPROVING CONTRACT
RECOMMENDATION:
City Council consider adopting a resolution declaring an emergency and ratifying the City
Staff's contract with Wright Construction Company in the amount of $26,911.57 for
emergency repairs to the Hilton Lift Station Force Main, authorize the City Manager to
execute said contract, and take any necessary action.
FUNDING:
Funds are currently available in account 200-43370-534-0.
BACKGROUND INFORMATION:
On the morning of Wednesday, April 4, Utilities Staff noted possible problems with the 24"
diameter Hilton Lift Station Force Main through the SCADA monitoring system. Staff
began inspecting the line and discovered a leak near its crossing of Cottonwood Branch,
east of Enchanted Way and north of Bass Pro Drive.
Utilities Division staff, with support from the Street Division and Storm Drainage Division
staff began:
� Clearing a route and preparing a solid pad for the heavy equipment needed to
excavate the line and make the repairs
• Building containment dams in Cottonwood Branch to limit any downstream
contamination of the stream
• Excavating a bypass channel for Cottonwood Branch to reroute flows away from the
leak area where the heavy work was to take place.
• Located a large trackhoe from an area rental company, loaded it and hauled it to the
site

At the same time that staff was engaged in these preparations, Wright Construction
Company was contacted by the staff and began mobilizing their heavy equipment and
crews to provide assistance in repairing this leak.
The combination of City crews and Wright Construction staff were able to expose the pipe
leak, and make initial repairs by approximately 4:00 am on Thursday morning. About
7:00 am, crews were back on site and noticed the line was still leaking. Crews then
installed ductile iron pipe through this segment of the force main due to its location in the
vicinity of Cottonwood Branch.
Final repairs of the line were completed at about 10 pm on Thursday, April 5, 2008.
Repairing the leak as quickly as possible was vital due to its proximity to Cottonwood
Branch and the need to limit any impacts downstream of the leak. The lift station is one of
the largest in the city and serves the northeast area of Grapevine including the Grapevine
Mills mall, the Hilton and Embassy Suites hotels as well as the smaller hotels in the vicinity
of the mall, the apartment complexes and warehousing operations in far northeast
Grapevine.
Wright Construction Company has the heavy equipment and experienced crews to respond
quickly to these types of emergencies and provide us a very valuable resource during
these times.
Staff recommends approval.

RESOLUTION NO. L�k�e�' _
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, FINDING AND DECLARING AN
EMERGENCY TO PERFORM THE NECESSARY REPAIR
CONSTRUCTION WORK; AUTHORIZING EXPENDITURES
FOR THE PERFORMANCE OF SAID WORK; RATIFYING
CITY STAFF'S AWARDING OF CONTRACT FOR SAID
WORK AND PROVIDING AN EFFECTIVE DATE
WHEREAS, on the morning of Aprii 4, 2008, the City Staff discovered a leak in the
24" Hilton Lift Station Sanitary Sewer Force Main serving the northeast area of Grapevine;
and
WHEREAS, said leak was located adjacent to Cottonwood Branch, a tributary to
Denton Creek and the Elm Fork of the Trinity River; and
WHEREAS, said leak was discharging untreated wastewater into Cottonwood
Branch; and
WHEREAS, the City staff mobilized its field crews and equipment to contain the f
untreated wastewater in Cottonwood Branch; and
WHEREAS, the City staff concluded that additional personnel experienced in the
type of repair needed for this leak with equipment of sufficient size and numbers were
needed from an outside source; and
WHEREAS, the City staff contacted Wright Construction Company for this
specialized repair work and Wright Construction Company was able to mobilize forces and
respond to the City's request in a prompt manner; and
WHEREAS, the prompt response of Wright Construction Company resulted in a
significant reduction in the total wastewater discharged into Cottonwood Branch; and
WHEREAS, the City Council finds and concludes that an emergency existed that
required the immediate appropriation of funds to preserve the property of the City, to
protect the public health and safety of the City's residents and to preserve the safety of the
City and its citizens; and
WHEREAS, this emergency obligates the City to complete the Repair Work in the
most efficient manner possible; and
WHEREAS, the City Council finds and concludes that the citizens are best served
by the City completing the Work through a contract with Wright Construction Company
without the necessity of accepting additional competitive bids pursuant to Chapter 252,
Texas Local Government Code.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters in the preamble are found to be true and correct and
are incorporated into the body of this Resolution.
Section 2. That the City Council approves and ratifies the City Staff's decision to
contract with Wright Construction Company for emergency repair work on the Hilton Lift
Station Force Main.
Section 3. That the City Manager, or his designee, is authorized and directed to
enter into an agreement for the repair work with Wright Construction Company in the
amount of $ 26,911.57.
Section 4. That this resolution shall take effect from and after the date of its
passage.
