HomeMy WebLinkAboutItem 07 - Fairfield on Main Street Grapevine � ���� � ,.�..�_m.�= MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL �x� FROM: BRUNO RUMBELOW, CITY MANAGER C'��Z MEETING DATE: MAY 6, 2008 SUBJECT: CONSULTANT ENGINEERS AWARD OF CONTRACT — FAIRFIELD ON MAIN STREET GRAPEVINE SUSTAINABLE DEVELOPMENT / PEDESTRIAN AMENITIES PROJECT RECOMMENDATION: City Council consider awarding a consultant engineer's contract to Welch Engineering , Inc. for the design of the pedestrian enhancements in the Main Street corridor between Dallas Road and Franklin Street in the amount not to exceed $40,645, authorize the City Manager to execute said contract, and take any necessary action. FUNDING: Funds are currently available in account 178-78102-013. BACKGROUND INFORMATION: The City initially submitted an application for funding participation from the NCTCOG in January, 2006. In its meeting of April 13, 2006, the Regional Transportation Council (RTC) approved the City's applications and authorized $800,000 in funding to be matched by the local/private partner in the amount of$ 200,000. The City Council adopted Resolution No. 2006-38 on June 6, 2006 that: • Supported Sustainable Development in North Texas • Authorized City participation in the NCTCOG Sustainable Development Program • Committed to fund the 20% local cost share The overall project extends along Main Street from Franklin Street south to Nash Street and along the south side of Dallas Road and the north side of Nash Street bordering the FairField site. The project establishes a pedestrian friendly environment bordering the Fairfield site and extends that environment up to Franklin Street with elements including: Wider sidewalks New sidewalks Handicap Ramps New Curbs �, O:�agenda�2008\5-6-08\Main St Corridor Engr Serv Contract Memo Improved Pedestrian Access —West Leg Hudgins @ Main Patterned Crosswalks @ Dailas Road Historic Streetiights Trees Landscaping Benches Trash Receptacies Bike Racks The project was broken into two phases because of the funding availability date. Phase I was undertaken by the City with FairField funds to construct the improvements around the Fairfield complex. The issue was that the NCTCOG funding for the improvements was not to be authorized and available until October 2007. Fairfield could not wait for the authorization to begin their improvements and still meet their target opening date of April 2008. They were willing to take "the risk" that ultimately, funds might not be authorized. The City, on the other hand, has not been willing to take that risk. We have waited until the funds are authorized to proceed with the design and construction of Phase II of this project. Welch Engineering is the same firm that designed the Phase I improvements around Fairfield and are familiar with the scope of the project. Staff recommends approval.
