Dear Mr. Triplett,
Ridinger Associates is requesting a Zoning Change at 416 E. College Street.
The current zoning of GV- Grapevine Vintage allowed the business that formerly occupied the site to
operate while surrounded by R-7.5 – Single-Family Residential, a low intensity residential use.
We are requesting a zoning change from GV – Grapevine Vintage to R-7.5 – Single-Family Residential.
This request will bring the property to the zoning as the surrounding property now that a commercial
business is no longer operating at this location and allow for redevelopment to four residential lots that
match neighboring properties along College St between Smith St and S Dooley St.

Heritage Addition. The applicant is requesting to rezone 1.314 acres from “GV”, Grapevine
Vintage District to “R-7.5”, Single-Family District to construct four single-family homes. The

APPLICANT: Jason Kilpatrick – Ridinger

PROPERTY LOCATION AND SIZE:
The subject property is located at 416 East College
Street and is proposed to be platted as Block 1,
Lots 1-4, Grapevine College Heritage Addition. The
site contains approximately 57,256 square feet
(1.314 acres) and has approximately 291 feet of
frontage along East College Street.
REQUESTED ZONE CHANGE COMMENTS:
The applicant requests a zone change to rezone 1.314 acres from “GV”, Grapevine
Vintage District to “R-7.5”, Single-Family District to construct four single-family homes.
The applicant intends to develop four single-family residential lots. The proposed four
lots are the northern portion of the 78,385 square foot (1.8 acre) lot formerly La Buena
Vida Vineyards with frontage along East College Street. The southern portion (proposed
lot 5) will be left for future commercial development and retain its “GV”, Grapevine
Vintage District zoning. All four lots will meet minimum lot, block, and dimensional
requirements of the “R-7.5”, Single-Family District.
PRESENT ZONING AND USE:
The property is currently zoned “GV”, Grapevine Vintage District and vacant. Formerly
La Buena Vida Vineyards.

HISTORY OF TRACT AND SURROUNDING AREA:
The subject property was zoned “R-3”, Multi-family Dwelling District prior to the 1984
City-wide Rezoning at which time the subject site was rezoned to “R-7.5”, Single-Family
District.
•On August 9, 1993, the Historic Preservation Commission (HPC) approved HL93-
01 (Ord. 1993-058) to designate the subject property a Historic Landmark sub-
district.
•On October 18, 1994, City Council approved Z94-12 (Ord. 1994-91) to rezone 1.8
acres from “R-7.5”, Single-Family District to “GV”, Grapevine Vintage District and
CU94-29 (Ord. 1994-92) to allow on and off premise consumption of alcoholic
beverages (wine only) in conjunction with a wine tasting facility.
•On November 14, 1994, Building Board of Appeal approved BBA94-12 a variance
for a brick and wrought iron fence exceeding 3-feet in height and less than 50%
visibility in the established front yard.
•On August 9, 2006, the HPC approved certificate of appropriateness CA06-57 to
replace and repair trellis on existing structure, replace and repair concrete
sidewalk, and refurbish one fountain and add a new patio fountain.
•On March 28, 2007, the HPC approved certificate of appropriateness CA07-18 to
demolish the existing arbor structure and replace it with a larger arbor per
approved drawing and relocation of a new gazebo in the grape vineyard in the
rear yard with the conditions that the gazebo have terracotta roof shingles and
future plans be submitted to HPC for approval.
•On April 30, 2024, the HPC approved certificate of appropriateness CA24-23 to
demolish the existing one-story 2,415 square foot Grapevine Church of Christ
School Building, the existing winery outdoor pavilion, brick walls, and existing
asphalt paved parking lots in order to subdivide the property into four single-family
lots with frontage along East College Street and one commercial lot with frontage
along East Hudgins Street with the following conditions:
1.Request a zone change approval for the four single-family residential lots by
City Council and Planning and Zoning Commission,
2. A replat of the property is approved by City Council and Planning and
Zoning Commission,
3.All plans be approved under a separate certificate of appropriateness, and
4.Building permits are obtained by the Building Services Department.

AIRPORT IMPACT:
The subject tract is located within “Zone A” Zone of Minimal Effect as defined on the
“Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs” Map. Few
activities will be affected by aircraft sounds in “Zone A” except for sound sensitive
activities such as auditoriums, churches, schools, hospitals, and theaters. The
applicant’s proposal is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
Map 2: Land Use Plan of the Comprehensive Master Plan designates the subject
property as (LC) Low Intensity Commercial. The applicant’s proposal is not compliant
with the Master Plan; however, the Planning and Zoning Commission has undertaken an
exercise to correct inconsistencies between the existing zoning and the property’s
underlying future land use designation throughout the city and this property has been
identified for potential change to its future land use designation.
THOROUGHFARE PLAN APPLICATION:
The City of Grapevine’s Thoroughfare Plan does not designate East Worth Street.
