CALL TO ORDER
REGULAR MEETING
CITIZEN COMMENTS
Any person who is not scheduled on the agenda may address the Board of
Commissioners under Citizen Comments or on any other agenda item by
completing a Citizen Appearance Request form with the Executive Director. A
member of the public may address the Board of Commissioners regarding an item
on the agenda either before or during the Board's consideration of the item, upon
being recognized by the Chair of the Board or upon the consent of the Board.
Citizens will have 3 minutes to address the Board of Commissioners. In
accordance with the Texas Open Meetings Act, the Board is restricted in
discussing or taking action during Citizen Comments.

3. Consideration of the minutes from the September 26, 2024, meeting and take any
necessary action.
4. Consideration and acceptance the 2022 Audit Report.
5. Consideration and acceptance of the September 2024 monthly financial
statements and take necessary action.
6. Report by the Ex Officio member of the Senior Citizens Advisory Board on the
October 1, 2024 meeting.

The Board of Commissioners of the City of Grapevine Housing Authority met in a Regular Sessions on this the 24th
day of October 2024, in the Conference Room of the Grapevine Housing Authority, 131 Starr Place, with the following
members present to wit:
Linda Troeger
Chair
Bruce Woodward
Financial Officer
Teri Rhodes -Cantu
Commissioner
Ron Moxom
Resident Commissioner
Constituting a quorum, with the following also present:
Jeff Strawn CFO, City of Grapevine
Jane Everett Executive Director
Call to Order
Chairperson Troeger called the meeting to order at 4:00 p.m.
Item #1 - Citizen Comments
No Citizen comments submitted.
Item # 2 - Report of the Executive Director (Informational Only)
A. Rent Delinouencv and Information Sheet
The Executive Director reported to the Board on the rent delinquencies, number of empty units, work
orders and statistical information for the waiting list for Public Housing through October 21, 2024.
B. Capital Funds Report and Work in Proqress
The Executive Director reported to the Board on the current Capital Funds and corresponding projects.
C. Report of Public Housinq Activity and Issues
The Executive Director provided the Board with an update from the annual mailing to the applicants on
the waiting list. The response rate was 23%. GHA plans to open the waiting list for all bedroom sizes
next year.
The Holiday party is Friday, December 13, 2024, between 10:30 — 1:00. The meal will be pork tenderloin
with cranberry sauce, green beans, mashed potatoes and a salad from Bartley's Barbeque.
D. Update from the Resident Advisory meeting held on October 18, 2024
Grapevine PD Officer Patrick O'Neal spoke with the residents. He repeated it is okay to call 911. He
plans to attend our meetings.
ED Everett gave details about the source of housing authority funds and HUD's mandate of how they are
to be used. The ED also updated the residents on the plans for the Christmas party.
Texas Hitz and Ricardo Ferrer won BINGO and Julie Norris won the $20 Wal-Mart gift card donated by the
Bereans. The residents enjoyed a lunch of chili cheese hot dogs, Frito Pie and sliced apples with caramel
and pecans for dessert.
E. Quarterly Investment Report for Quarter 3 2024
The Executive Director presented the Board with the Quarterly Investment Portfolio Report for Quarter 3
2024.

Item #3 - Consideration of the minutes from the Seotember 26, 2024. meetina and take any necessary action.
The Board was provided the minutes from the September 26, 2024, meeting for approval.
Commissioner Moxom moved and Commissioner Woodward seconded to approve September 26, 2024, minutes as
presented.
Ayes: Troeger, Woodward, Rhodes -Cantu and Moxom
Nays: None
Absent: McHugh
Motion passed: 4-0
Item #4 - Consideration and acceptance the December 31, 2023, audited financial statement
The Executive Director presented the Board with the audit report from the December 31, 2023, financial statements.
Commissioner Woodward moved and Commissioner Rhodes -Cantu seconded to accept the December 31, 2023
audited financial statements.
Ayes: Troeger, Woodward, Rhodes -Cantu and Moxom
Nays: None
Absent: McHugh
Motion passed: 4-0
Item #5 - Consideration and acceotance of the September 2024 monthly financial statements and take necessary
action.
The Executive Director presented the Board with an electronic copy of the September 2024 financial statements for
their review.
Commissioner Woodward moved and Commissioner Moxom seconded to approve the September 2024 financial
statements.
Ayes: Troeger, Woodward, Rhodes -Cantu and Moxom
Nays: None
Absent: McHugh
Motion passed: 4-0
Item #6 — Reoort by the Ex Officio member of the Senior Citizens Advisory Board on the October 1, 2024 meeting
Commissioner Rhodes -Cantu provided an update. No action was taken.

Commissioner Moxom moved and Commissioner Rhodes -Cantu seconded that the meeting be adjourned.
Ayes: Troeger, Woodward, Rhodes -Cantu and Moxom
Nays: None
Absent: McHugh
Motion passed: 4-0
Meeting adjourned at 4:31 p.m
