SUBJECT: APPROVAL MULTIMEDIA SERVICES FOR STREAMING, ARCHIVING,
AND CLOSED CAPTIONING HARDWARE AND SOFTWARE FOR
PUBLIC MEETINGS
RECOMMENDATION: City Council to consider an annual contract for multimedia services for live
streaming, archiving, and live closed captioning of public meetings.
FUNDING SOURCE: Funds are available in the Special Revenue Fund (Peg Fees) for an
estimated amount of$119,298.
BACKGROUND: Currently, the City uses Granicus (formerly Swagit Productions, LLC) to
manage the cameras and live streaming of the meetings of the City
Council, Planning and Zoning Commission, and Historic Preservation
Commission. Due to the merger of SwaglT with Granicus, the City has
experienced poor performance and lack of confidence in Granicus. The
City would like to engage Cloud Driven Solutions to manage the video
cameras and live streaming during the Council meetings. This purchase
will include required compatible hardware and professional services for
installation from Digital Resources, Inc. Cloud Driven Solutions will also
provide live closed captioning in the Council Chambers during the Council
meetings.
This purchase will be made in accordance with Region VIII Education
Service Center known as The Interlocal Purchasing System (TIPS) as
allowed by Texas Local Government Code, Chapter 271 and Texas
Government Code, Chapter 791.
Bids were taken by the Cooperative and a contract was awarded to Digital
Resources, Inc. The IT Department and Purchasing staff reviewed the
contract for departmental specification compliance and pricing and
determined that the contract would provide the best product and pricing
for meeting the needs of the City.
Staff recommends approval.
