SUBJECT: APPROVE MID-YEAR APPOINTMENT TO THE LIBRARY BOARD
RECOMMENDATION: City Council to consider approval of a mid-year appointment to the Library
Board to fill a vacant position.
FUNDING SOURCE:
BACKGROUND: Library Board member Daniel Bermea resigned from the Library Board on
September 18, 2024. Ms. Bermea was appointed in 2023 for a two-year
term. Her current term expires in 2025.
Laura Rushing has submitted an application to fill this vacancy.
Mayor Pro-Tem Darlene Freed and Library Director Leigh Kapsos have
spoken to Mrs. Rushing and recommend approval.

Why are you interested in being appointed to this board/commission?
As a parent, resident, and educator in the community, I would like to find a way to serve and
support library agenda.
List any City service and experience, civic organizations, as well as professional activities.
Ultilized city resources. For example, the public library, The REC, and park programs.
What is your educational and occupational experience?
Bachelor degree of Science in Elementary Education, Taught Kinder, 1 st grade, and 4th grade
Science/Social Studies. K-6 Reading and Math Interventionist. Currently, an Instructional
Assistant at Colleyville Middle School
What other knowledge, experience, or education do you have that is applicable to the
board/commission function?
My family and I attend many of the monthly activites that the library offers. As a parent, I able to
give feedback and recommendations based off of these experiences.
What do you believe will be your most significant contribution to the board/commission?
My years of experience in education and as a younger parent in the community
What else would you like to tell us about yourself?
I have a 3rd grader and Kindergartener at GES. The access to books and reading programs is very
important to childhood developement. My children have attended Grapevine Public Library since infancy
starting with the baby programs. The programs that are offered for family and adults have enriched my
family life. As an avid reader myself, I would love the opportunity to serve the library community more.
