placed on the agenda for public hearing at the discretion of the staff. Based on the size of the
agenda, your application may be scheduled to a later date.
All public hearings will be opened and testimony given by applicants and interested citizenry. Public
hearings may be continued to the next public hearing, Public hearings will not be tabled.
Any changes to a site plan (no matter how minor or major) approved with a conditional use or a
special use permit can only be approved by city council through the public hearing process.
Any application for a change in zoning or for an amendment to the zoning ordinance shall have,
from the date of submittal, a period of four months to request and be scheduled on an agenda
before the Planning and Zoning commission and City Council. If after said period of four months an
application has not been scheduled before the Commission and Council said application shall be
considered withdrawn, with forfeiture of all filing fees. The application, along with the required
filing fee may be resubmitted any time thereafter for reconsideration. Delays in scheduling
applications before the Planning and Zoning Commission and City Council created by city staff
shall not be considered a part of the four month period.

2. Please provide a floor plan wherein all portions of the floor plan are
legible. Portions of the current floor plan are not legible. Please
dimension the perimeter of floor plan and label the entrance.
Please label an adjacent terminal feature on the floor plan.
3. The point-of-sale, dining area(s) and alcohol storage area(s)
should be easily distinguishable on an 11"x17" sheet size.
Please provide a method, possibly hatching on the floor plan, to
distinguish the point of sale location, dining areas and alcohol
storage areas.
4. Please provide a building data chart on the floor plan including:
total occupant load, total square footage, occupancy type and
occupant load for each of the use areas.
5. Please provide a seating chart (with the seating mix) for the total
number of seats.
6. The final sheets will be reduced to an 11"x17" size for public
hearing purposes. Please print and view the reduced size to insure
all labeling is legible.
7. The current terminal key plan obscures the location of Sky Canyon.
Please provide a terminal key plan which is easier to distinguish.
Attached to these comments is an example of a Terminal D key plan.
8. Please add the following note to all sheets stating the purpose of the
conditional use request:
• Conditional Use Request CU13-28 is a request to allow the
possession, storage, retail sale and on -premise consumption
of alcoholic beverages (beer, wine and mixed beverages) in
conjunction with a restaurant at the DFW International Airport.
9. The graphic and numeric scales provide are indistinguishable. Please
revise accordingly.
10. For verification please email a PDF of the final revision by
Wednesday, October 29th to atriplettft- rapevinetexas.gov. Please
do not reproduce final copies requested below prior to Planning Staff
approval.
The above comments must be reflected in the revised submittal,
which is due by Thursday, October 30th. Please submit the revised
documents to the Department of Development Services at 200 South Main
Street.
The revised submittal shall include:
one (1) Mylar of each sheet (minimum size 22" x 34")
two (2) unfolded & unbound blackline copies of each sheet, (minimum
size 22" x 34")
thirty (30) reduced sorted (collated sets) copies at 11" x 17" three hole
punched, stapled and_z-folded (fold the right edqe to the left edge
and then fold the right edge in half to form a z -fold).
If these revisions are made and submitted at the correct time, you will be
scheduled for the next available agenda.

CU13-27 — Handsome Hank's — submitted by Anna Hoard for property located at 3613 Ira
E Woods Avenue and platted as Lot 1R1A, Block 1, Doil Addition. The applicant is
requesting a conditional use permit to amend the previously approved site plan, specifically
to revise the gasoline pumps locations. The property is zoned "HC" Highway Commercial
District and is owned by Victron Stores, LP.
CU13-28 — Sky Canyon - submitted by Virginia Puente for property located at 1000
International Parkway, Terminal D, Location SV105. The applicant is requesting a
conditional use permit to allow the possession, storage and retail sales of on -premise
consumption of alcoholic beverages (beer, wine and mixed beverages) in conjunction with
a restaurant. The property is currently zoned "GU" Governmental Use and is owned by

Because you are a property owner within 200 feet of the subject tract of land as
shown by the last City -approved tax rolls, you received this notice. If you cannot or

beverages) in coniunction with a restaurant.
The La Bodega Winery CU05-18 (Ord. 2005-34) was originally approved by City Council on
May 17, 2005 as a wine tasting room. It is the applicant's intent to remodel and convert the
existing wine tasting room into a full service restaurant with on -premise alcohol beverage
sales and consumption in conjunction with the Sky Canyon Restaurant located at SV1 05 in
Terminal "D" of the Dallas Fort Worth International Airport.
PRESENT USE:
The property is currently developed as the Dallas/Fort Worth International Airport.

AIRPORT IMPACT:
The subject tract is partially located within "Zone C", zone of greatest effect, as defined on
the "Aircraft Sound Exposure: Dallas /Fort Worth Regional Airport Environs" map. Industrial
and commercial uses that can tolerate high levels of sound exposure are appropriate in
"Zone C". The appl'icant's proposal is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as governmental land use. The
applicant's proposal is in compliance with the Master Plan.

This letter is to verify that your request for a conditional use permit located at 1000 International
Parkway, Terminal D, Location SV105 to allow the possession, storage, retail sale, and on -
premise consumption of alcoholic beverages (beer, wine, and mixed beverages) in conjunction with
a restaurant was approved by the City Council on November 19, 2013. A copy of the approved site
plan and Ordinance 2013-52 are enclosed.
On November 19, 2013, the Planning and Zoning Commission recommended the City Council
approve the request as stated above.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written
application, without notice or hearing. No additional extension shall be granted without complying
with the notice and hearing requirements for an initial application for a Conditional Use Permit.

DFW International Airport leased space located at Terminal D Gate 14 is currently zoned to allow for a
winery permit. Applicant is respectfully requesting the City of Grapevine to grant a change in this
location's Conditional Use permit to allow the D14 space to have the ability to obtain a Mixed Beverage
license with a Late Hours permit.
In order to satisfy DFW Airport's lease requirements applicant has to obtain a MB license. Also, because
of the restrictive nature of the Texas Alcoholic Beverage Code, (specifically under "General Provisions
Chapter 1 Sec. 102.1 TIED HOUSE PROHIBITED"), applicant cannot continue to hold a winery permit and
an MB license concurrently in the State of Texas.
The location will be branded at Sky Canyon by Stephan Pyles which will satisfy DFW International
Airport's vision of brands that are distinctively local with a Lone Star state of mind. Chef Pyles is
renowned worldwide for his reputation as the "father of Southwestern cuisine." The Sky Canyon menu
is the Texas nod to the many different cultural and culinary palates, with carefully selected quality
products indigenous to Texas, Mexico and American Southwest. Texas wines will be a dominate feature
on the menu listed as the "Domestic Wine Offerings" and all other wines will be listed as "International
Wines Offerings."
