SUBJECT: APPROVAL OF A RESOLUTION TO OVERHAUL BLOWER
ASSEMBLIES AT THE WASTEWATER TREATMENT PLANT
RECOMMENDATION:
City Council to consider approval of a resolution to award a purchase order to Air Mac, Inc.
to overhauf five blower assemblies at the Wastewater Treatment Plant.
FUNDING SOURCE:
Funding for this purchase is currently available in account 200-43370-534-0 Wastewater
Treatment Infrastructure Maintenance in the amount of $57,822.
BACKGROUND:
This procurement will be made as an exception to the normal bidding procedure in
accordance with Local Government Code Chapter 252, Subchapter B, Section 252.022 (3),
which is "a procurement necessary because of unforeseen damage to public machinery,
equipment or other property".
The purpose of this procurement is to overhaul and rebuild five multi-stage centrifugal
blowers at the Wastewater Treatment Plant. The blowers add dissolved oxygen to aeration
basins and digesters for mixing and are an integral component in the treatment of
wastewater and discharge permit requirements. The Texas Commission on Environment
Quality Discharge Permit requires a minimum of 6.0 mg/I leaving the treatment plant at all
times. The centrifugal blowers in Train #1 have three blowers of which one blower was
replaced in 2007 due to major failures. The two remaining centrifugal blowers in Train #1
will be rebuilt. There are three blowers in Train #2, and all three will be rebuilt. The blowers
are more than 25 years old and have been in continuous operation 24 hours a day, 7 days
per week. Each overhaul will be time phased so only one blower assembly is out of service
at any given time.

The price quoted is an approximate cost since the blowers must be dismantled in order to
determine the exact repair necessary to overhaul each blower. A final cost cannot be
determined until the blowers are broken down and inspected. Therefore, bids were not
taken in accordance with the above referenced Local Government Code.
After researching qualified vendors, Staff only found five local vendors that supply
centrifugal blowers. To insure competition, Staff contacted all five vendors in an effort to
obtain cost estimates. Only Air Mac, Inc. submitted an estimate for the work. Their estimate
is for a total of $50,800. However, after each blower is broken down, the cost could
exceed this amount. The total amount budgeted is $57,822. The othervendors contacted
were Atlantic Blowers, Condit Company, Republic Sales and E2 Corporation. All of these
companies indicated they were not interested in this project.
Staff recommends award of a purchase order to Air Mac, Inc. in an amount not to exceed
$57,822.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO THE PURCHASE OF REPAIR
OVERHAUL SERVICES AND PARTS TO FIVE
CENTRIFUGAL BLOWERS AND AUTHORIZING THE CITY
MANAGER OR THE MANAGER'S DESIGNEE TO EXECUTE
SAID DOCUMENTS AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is in need of purchasing repair overhaul
services and parts for five multi-stage centrifugal blowers at the City Wastewater
Treatment Plant; and
WHEREAS, each centrifugal blower must be dismantled in order to determine the
exact cost of the repair and overhaul; and
WHEREAS, this procurement is an exception to the normal bidding procedure in
accordance with Local Government Code Chapter 252, Subchapter B, Section 252.022
(3); and
WHEREAS, of the qualified vendors contacted, only one was able to provide a cost
estimate.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes Air Mac, Inc.
to dismantle the centrifugal blowers and determine a cost for the repair and authorizes the
expenditure of the budgeted amount not to exceed $57,822.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of these services.
Section 4. That this resolution shall take effect from and after the date of its
passage.
