SUBJECT: WORKSHOP - DISCUSS REGULATION OF NEWSRACKS
RECOMMENDATION:
City Council to conduct a workshop to discuss regulation of newsracks.
BACKGROUND INFORMATION:
Due to rapidly increasing numbers, and at the request of two Council Members, staff was
asked to write an ordinance regulating newsracks in Grapevine. A draft ordinance was
presented at the Council workshop on January 15, 2008, regulating newsracks placed in
the right of way. Although the primary direction given to staff was to control newsracks on
Main Street, the ordinance included language that could provide regulation across
Grapevine, with the understanding that the ordinance could be tailored to include or
exclude any portion of the city that Council chose.
At the workshop, there was a significant diversity of opinions on how newsracks should be
regulated. Some Council Members wanted regulation to extend to private property; others
wanted to ban racks completely, but only on Main Street, still others liked the ordinance as
written, and some wanted no ordinance regulating newsracks at all.
Council might wish to discuss how much control they wish to exercise regarding
newsracks. Options include, but are not limited to:
- No regulation at all
- Complete ban on newracks in historic districts, but no regulation in the rest of the
City
- Ban on newsracks only on Main Street
- Ban of freestanding newsracks on Main Street and replace them with multiple
unit newsrack boxes

- Limit number of freestanding newracks only on Main Street. Currently there are
14 freestanding newsracks in front of City Hall.
- Ban on newsracks only in "CBD" Central Business District
- Require all freestanding newsracks to be certain style and color, and limit their
number
- Reconsider ordinance as previously submitted
Once Council reaches a consensus on the extent of regulation desired, staffwill prepare a
draft ordinance that provides the mechanics for regulation and enforcement.
