HomeMy WebLinkAboutItem 10 - Passenger Bus MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER�� MEETING DATE: MARCH 18, 2008 SUBJECT: APPROVAL OF THE PURCHASE OF A PASSENGER BUS FOR THE SENIOR CENTER RECOMMENDATION: City Council to consider approval of the purchase of a 2008 Passenger Bus from Capital Bus Sales in the total amount of$97,279. FUNDING SOURCE: Funds are budgeted in account 325-48910-312-08 Capital Equipment/Machinery and Equipment/Community Activities Center in the amount of$180,000. BACKGROUND: Bids were taken in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.021 (a) and Section 252.041 (a). The bid was advertised in the Fort Worth Star Telegram on February 7, 2008 and February 14, 2008. Bids were issued to seven vendors with two vendors responding. This purchase is for a 2008 Passenger Bus for the Senior Center. The bus will replace a 1996 model that is over 11 years old. The vehicle is used for transporting passengers from the Senior Center to various areas within Grapevine. The replacement meets the fleet replacement criteria in life cycle cost, time in service and special circumstances. Council approved the purchase of this bus during the budget process for this fiscal year. The Fleet Replacement Criteria worksheet is attached for review. Staff solicited bids from seven vendors qualified to provide this type of commodity. Two vendors responded. The bids were reviewed by Fleet Services Staff to insure compliance with the specification requirements. Both bids received complied with the specifications. March 13, 2008 (9:31AM) The budgeted amount for this purchase was originally budgeted in the 2006 FY budget at $166,000. This amount was later increased to $180,000 to allow for the new mandated clean diesel engine and a 3% market increase. The original amount was budgeted based on a longer wheelbase bus. The longer wheelbase requirement was re- evaluated by Parks and Fleet Services in October 2007 due to concerns about the length and maneuverability of the bus. It was determined at that time that a shorter wheelbase was in the best interest of the requesting department. The specifications issued by Fleet Services were for the shorter wheelbase requirement and therefore, the bids received were lower than the original budgeted amount. The lowest bid received was from Capital Bus Sales in the total amount of $97,279. A copy of the bid tabulation sheet is attached for review. Staff recommends award of a purchase order to Capital Bus Sales in the total amount of $97,279.
