A 12-story, 492-room expansion is proposed to be located north of the existing hotel near the western edge of the hotel property between the hotel and the existing "north" parking garage. In addition to the room expansion, an expansion of the convention center in excess of 600,000 square feet is also proposed to the south of the existing convention center and will span over the access road referred to as Convention Center Drive. The convention center parking garage will be expanded to account for 386 additional parking spaces. Although initially discussed as part of this submittal, an outdoor pool and trail complex is not part of this request. A later conditional use application will be submitted when planning for the pool area reaches a level of detail sufficient for review and 0:ZCU\CU08-01.41 1 March 10,2008(420PM) consideration by the Planning and Zoning and City Council. If the expansion is approved, the total guest room count for the hotel will be 2,003 rooms; total space dedicated to the conference center including meeting and pre-function space will be in excess of 1.4 million square feet. The required parking for the entire site given both the guest room expansion and the conference center expansion totals 3,777 spaces; approximately 4,769 spaces have been provided. On the hotel site itself, approximately 3,681 spaces are available; the remaining 1,088 spaces are located on Parcel "C" at the southeast corner of Boyd Drive and Turner Road. On February 6, 2008 a meeting was held between officials of the Gaylord Texan and property owners within the immediate vicinity of the hotel. A number of issues were raised during that meeting which have subsequently been addressed directly in a letter by the property's general manager, John Imaizumi. Noise from the existing cooling towers and the additional towers necessary as a result of the expansion will be visually screened by a barrier that will also reduce sound. Light and noise from the existing Glass Cactus will be evaluated by a consultant and all reasonable steps will be taken to mitigate any issues pertaining to the operation of the Glass Cactus. Lighting from the parking garage has been designed to keep illumination contained on the surface of the garage. Convention Center Drive will remain an open access route and will be closed to the public only during construction of the expanded convention center. Although not specifically addressed in Mr. Imaizumi's letter, balconies on the western side of the proposed 492-room structure have been reduced from approximately 250 balconies to 18 to reduce potential noise and visual intrusion into the adjacent neighborhood. See the attached letter. PRESENT ZONING AND USE: The subject property is currently zoned "PCD" Planned Commerce Development District and is developed as the Gaylord Texan Resort and Convention Center on Lake Grapevine. HISTORY OF TRACT AND SURROUNDING AREA: The subject property was zoned "R-1" Single-Family Dwelling District prior to the 1984 City Rezoning. A Specific Use Permit(Ord. 77-12)was approved by Council on March 1, 1977 for a health care center but was never developed. Conditional Use Request CU99-69 (Ord. 99-182) was approved by Council at the December 21, 1999 meeting and allowed for a 1,600-room hotel with conference center space in excess of 300,000 square feet on the subject site. The site plan for the Opryland Hotel was later amended at the February 20, 2001 (CU01-05; Ord. 01-12) meeting specifically to revise the parking layout. At the March 18, 2003 meeting Council approved a modification of the site plan (CU03-03) for the Opryland Hotel specifically to establish sales and storage areas for alcoholic beverages within the hotel Council also approved a special use permit (SU03-02)to establish cellular antenna equipment under the hotel silo with low profile antenna arrays on the hotel roof and allow for approximately 20 video games and two pool tables in the Train Station area of the hotel. Conditional Use Request CU03-15 was approved May 20, 2003 which 0:\ZCU\CU08-01.41 2 March 13,2008(9:33AM) established the floor plan and elevations for the "Point" Restaurant. Conditional Use Request CU03-38 was considered and approved by Council at their October 21, 2003 meeting which allowed for minor site changes such as feature landscaping modifications along the Ruth Wall entrance to the site, identification of an outdoor seating area associated with the "Old Hickory Restaurant"within the hotel, addition of tennis courts just north of the parking lot, addition of a future events pavilion to the north of the hotel just east of the parking lot, and a revision to the final height of the hotel from 160-feet to 165-feet. In addition, a special use permit (SU03-05) was approved for a helistop location just to the north of the hotel for occasional VIP transport (approximately six to eight times per year) and emergency/care-flight situations if necessary. At the February 17, 2004 meeting, Council approved an amendment (CU04-04) to the site plan associated with the "Glass Cactus" restaurant (formerly known as the "The Point" restaurant). Specifically, the restaurant's exterior elevations were modified and extensive changes to the floor plan were made to accommodate a variety of venues and entertainment options. At the March 23, 2004 meeting, Council approved CU04-09 on the subject site which allowed for approval of the entire signage package for the Gaylord Hotel. At that same meeting, SU04-01 was also approved allowed for paid-parking throughout the hotel site. An above surface, three level parking garage containing 1,485 parking spaces was approved on the subject site by Council at their November 16, 2004 meeting (CU04-37). Minor changes to the site plan associated with the parking structure such as the addition of a covered walkway and landscaping modifications were approved by the Site Plan Review Committee (CU05-17)at their March 23, 2005 meeting. CONVENTION CENTER 0/7�� e a�etscrze February 29, 2008 Northeast Neighborhood Association C/O Mr. Bob Chaplin, President 1166 Butterfield Drive Grapevine,TX 76051 Dear Mr. Chaplin: On behalf of our company, I would like to thank you for your efforts in helping coordinate the February 6 meeting with the Northeast Neighborhood Association(NNA), hosted by the resort to share preliminary plans for our proposed expansion. As you know,our proposed expansion includes approximately 500 new guestrooms and 200,000 square feet of meeting and pre-function space. Also included is an outdoor area with resort pools and a 2 level addition to our existing resort garage on the north side of the property. hM I have compiled a response to several of the questions raised at the meeting as follows: 1. Will the Convention Center Drive remain open? The Convention Center expansion will span the existing drive that connects Ruth Wall and Gaylord Trail. The road is currently a public access route and will re- open to public traffic after construction is complete. It will be necessary to close -access to this road during the construction period of the Convention Center expansion for the safety of the public. 2. What can be done to reduce the noise currently coming from the existing cooling units located behind the convention center? Our consultants have been assigned to research and design a visual &sound barrier wall that will help contain and reduce the noise generated from the existing cooling towers. They are also researching additional sound reducing equipment utilizing new technology that was not available when the original building was constructed that can be added or retrofitted to the existing units. Once a solution is defined, we are working to accelerate the construction of this portion of the work in advance. How tall will the additional guestrooms be? The new 12 floor guestroom wing will be 133 feet tall. It will still be 28 feet lower than the highest point of the glass atrium on the original resort structure. 4. What is the pool area going to be? (i.e. Is the new pool complex really a water park?) Our designers are in the process of finalizing the layout and components of the resort pool area.This area is not intended to host a water park,but luxury resort pools.We are targeting to have visual diagrams and site drawings to present on the 3/18/08 meeting at the City of Grapevine. The architects and designers are working to retain as much as possible of the existing tree buffer that exists in this area to the south and west. They are incorporating many of the existing large specimen oaks located within the site. This will help to provide a visual and sound buffer. In addition, a barrier wall will be constructed to the south along the existing road. This area will be landscaped with evergreen plant material to also act as a sight and sound buffer_ 5. What can be done to reduce the noise and light coming from the Glass Cactus? Although the Glass Cactus is not related to the expansion, it is still an issue that we take seriously. Gaylord has remained committed to taking all reasonable actions to mitigate noise and light concerns relative to the operation of the facility. We are currently having an independent 3`d party consultant take sound measurements and field readings again to confirm that we are complying with the City of Grapevine sound ordinance. In order to further reduce the noise generated by the Glass Cactus, we have removed all exterior speakers and television monitors that face west in the direction of the neighborhood. Because of the concerns raised, we will continue to evaluate the impact of light and noise from the Glass Cactus. 6. Will the lighting from the parking garage shine into our neighborhood? The lighting for the top level of the proposed expansion to the existing garage has been designed to help mitigate this concern. The existing poles will be abandoned and new light poles reduced in height by 10 feet will be installed with directional light projection to keep the illumination contained to the parking deck surface. Light pole locations have been relocated more interior to prevent spill-over of illumination beyond the immediate parking deck area. The proposed lighting design and illumination levels comply with the City of Grapevine ordinances and will be verified by an outside consulting engineer prior to the final City Building Department inspection. Gaylord has also agreed to research potential options to further reduce the illumination levels of the existing garage. 7. Why do the new guestrooms need to be located near the land on Corps of Engineers' land instead of on Gaylord's additional land between Ruth Wall and Gaylord Trail? The added guestroom building will be located on Gaylord land not on Corps land. It will be connected to the original resort, extending directly from the north end toward the parking garage, in order to utilize the existing services provided from the current building; such as the main entrance,lobby,front desk and other amenities. All of these areas can then be easily accessed due to the location and connection of the new guestrooms. Since opening in 2004, Gaylord Texan has remained fully committed to being a good neighbor to the NNA and has strived to communicate openly with the association. Our common goal is to preserve the quality of life in the neighborhood we share. We have hosted neighborhood events such as"National Night Out" each year as well as opening parties for the Resort and Glass Cactus. Some of my neighbors and I have been profoundly impacted by the noise and lights emitted from this facility. We have two nights a week when we can enjoy the peace and quiet, unless there is a private party during that time. The music is too loud inside. Therefore, the patrons must go out on the decking to talk(yell) and that is as loud as the music. Mr. lmaizumi has told us"It depends on which way the wind is blowing". The wind blows 90% of the time from the south and 10% of the time from the north (a fact). The wind does not blow east and west. Not a valid reply! The music must be turned down, the psychedelic lights turned off, and the surrounding area made to look less aesthetic. By the way,whatever happened to the restaurant we were told would be built on the point(another misconception?)? As for the proposed addition to the Gaylord complex, what can I say that hasn't already been or will be said? I am not looking forward to years more of construction noise, looking at oh so much more of the complex when I look out my windows (on what for 25 years were trees), guests looking out the hotel windows into mine, trees and landscaping being sacrificed, (did I mention 306�trees to be cut down), wildlife, again, killed and/or displaced, more traffic, a huge new pool with music until maybe midnight, located between the new guest hotel and our homes (why not an indoor pool?), more noisy A/C units, and in general,just more noise! In closing, may I say that those of us living on Silverside Drive are exceptionally irate. Most of us have lived on this street for 20 to 30+years. It is not like we are transits, coming and going. Many residents had many concerns. I know the City Council approved economic incentives for the Gaylord in September, 2007. Has the city approved the expansion? I hope it is not to late to voice my concerns. I am not opposed to the Gaylord expanding. It has been good for the city. What I am opposed to is the site of the expansion on Corps property instead of commercial property. How can a home owner protect themselves if commercial development is being allowed on property that is not zoned commercial? The Gaylord has plans to put a 12 story hotel in a residential neighborhood. The setback does not look like much from the limited plans that we saw. When a resident wants to make a zoning change, everyone gets a notice. Why haven't the residents been notified of the changes that the Gaylord is proposing? Why haven't the residents been asked about their concerns by the city. The Gaylord did not ask for input in the development of the expansion. We were simply told that the expansion was starting in March. The expansion of a 12 story hotel, pool complex, and 2-4 story parking garages will have a negative impact on the neighborhood. The current noise from the heating and cooling is barely bearable not to mention that now there are plans for another heating a cooling tower. Ruth Wall and surrounding roads cannot handle the increased traffic from 500 rooms plus additional employees. I can't even imagine the traffic problems that will occur during construction. Choosing to expand on Corps property will destroy trees, green space, and what little buffer there is from the existing hotel Let them expand, but let them expand on commercial property that they recently bought that is closer to major roadways. don't think any of you would want a 12 story hotel in your front yard. We have been blessed to have lived on Grapevine Lake for all this time and have watched the city develop. We are also close to DFW Airport(and enjoy their tax contributions,) close to Dallas and close to Fort Worth.The Gaylord project and management have proved to be a good neighbor and the initial fears of increased traffic and crowds have not materialized. However,the Glass Cactus has proven to be intrusive. The three issues we have are easily addressed. First,the lighted wall should be dimmed substantially(it is not seen inside the club,it can't be seen from outside the club on Gaylord property,it is seen only from the lake and our neighborhood.) Second,the large concrete wall directly in our view can easily be landscaped and/or painted to blend with the natural surroundings. And third(and most important to us personally)is the noise. We notice especially on Fri&Sat nights beginning about 10pm we hear the Bass sounds even though it is still winter and all the windows are closed. In talks with the Glass Cactus manager,we were told that the DISCO portion of the entertainment STARTS at 10pm and continues until close. It is difficult to understand how a patron inside the club can avoid hearing problems with that level of sound. The solution—less Bass and insure that all sound stays INSIDE of the club. Other neighbors have different noise issues that we don't experience.And finally,our concerns regarding the proposed expansion- Our views of the lake and natural wooded areas will definitely be adversely impacted by additional parking levels,a 12 story room tower addition,and an adjacent pool area(property value impact?) Noise issues will also probably be increased. Also,considering the Gaylord success in Grapevine and their ownership of the old Wagon Wheel Ranch property,what impact will result from additional future stages of development?Realizing the fact that we can't know the future,and that thg Gaylord has definite advantages to our city;perhaps Gaylord future plans could be to buy our neighborhood(at Fair Market Value,of course)and build a buffer project to shield the remaining property owners. Chaplin 1 had a:[ew issues, I would like to share with you. The :First area i will address is the new guestroom- building. I understand it will be shorter than,the tallest point on Gaylord, this is deceiving. The term short tries to fool the reader,the building may be shorter,but it is in no way short. This 133 ft.building will look out of place and awkward on the shore of Grapevine. The Gaylord is colossal and can be seen from miles, miles and miles away;this addition's height is comparable to the Gaylord, which has major altered our skyline. When picturing this in my mind I think of Miami. Will Lake Grapevine(and its Corp property)be bought out by greed and covered with concert, ruining the purpose of The Corp of Engineers?I also think about the citizens that have lived in this area their whole life and are now going to live in the shadow of another Gaylord building. This negatively effects their heating and cooling,plant life,property value (Gaylord is here the., expansion is not going to raise property value much more), among other things!! I do not appose the addition of more rooms, understanding the added jobs and economic revenue for our community. What I appose is a tall.building so close to the shore. Next area focused on is the visual and sound barrier. The term research is so vague;I hope the city passes nothing.without seeing.the true plane. The term research means nothing to me, expect Gaylord is trying to please the city without really pleasing it. When speaking of roads being closed;Ruth Wall/Texan Trail is the main route out of your neighborhood. For the safety of the citizens of Grapevine the construction should be back far enough to keep Ruth Wall open. The Gaylord would not close their,main entrance why would the city allow them to do that to its citizens. Why is The City of Grapevine putting Gaylord above its own citizens? The economical reasoning for Gaylord is prevalent in any discussion on the expansion topic. I personal have gone in Gaylord and looked for anything advertising the trolley, the downtown area, or anything off their property, but was unsuccessful. I have known.people that stayed there and asked them to do the same, once aging the outcome was negative. The guest had to ask more than one employee to find the outcome I was hoping for. This situation was also fleet at the meeting for the neighborhood association. A slideshow was presented to the audience, and then queftions were allowed. A question was asked then a slide was pulled up addressing the issue which was not part of the original show. Therefore if we didn't ask they would not have brought up the topic. The entirety ofhow Gaylord.handled the neighbors was poor and embarrassing. I feel this showed the true colors of this corporation and how they viewed the city; thinking.they can tell us whatever they want and get away with it. This also correlates with the negative environmental affects of the lake and surrounding areas, which Gaylord has not addressed at all. As a neighbor I would think Gaylord would treat us better,we could be some of their best customers, since we are in walking distance. Finally, the Gaylord is here(Grapevine); they are not going to just pick-up and leave. The city needs to be in control. This is our city first Gaylord is still new we need to play hard ball or they are going to walk al over us!! Grapevine is not a town of uneducated people,that can be so easily manipulated by a cold drink and snakes. Once again, in the letter to Mr. Chaplin Gaylord sates falsely that it is "fully committed to being a good neighbor to the NNA and strives to communicate openly"or this situation would not be accruing.The city of Grapevine is as much to blame as Gaylord, the city is thinking economically only. If the city's interest was for the citizens, once again we would not be in this situation. Discussion of this situation should have been with the citizen before they got upset.
