' MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: BRUNO RUMBELOW, CITY MANAGE ' "
MEETING DATE: FEBRUARY 19, 2008
SUBJECT: RESOLUTION SUPPORTING CLEAN VEHICLE FLEETS
RECOMMENDATION:
City Council consider adopting a resolution supporting the Regional Transportation
Council's Clean Vehicle Fleet program and take any necessary action,
BACKGROUND:
The Regional Transportation Council (RTC), as the policy body for the North Central
Texas Council of Governments -Transportation Department, originally adopted a Clean
Vehicle Policy in 2000. The policy supported the use of Ultra Low Emission Vehicles,
which at the time was the federal emission standard for very clean vehicles. The federal
emission standards changed in 2004. To meet these new standards, modifications to
the Clean Vehicle Policy were needed.
On October 13, 2005, the RTC approved a resolution in support of a new Clean Vehicle
Fleet Policy and model ordinance / resolution for adoption by governmental entities in
the nine-county, non-attainment region. This comprehensive policy addresses the areas
in which fleet managers can positively impact air quality through vehicle acquisition,
maintenance, operations and compliance verification. The guidlines include:
Vehicle fleet expansion and replacements criteria
• Vehicle idling policy
• Vehicle operations and maintenance compliance
 Compliance verifications
Adoption of the Clean Fleet Vehicle Policy entitles the City of Grapevine to compete for
clean vehicle funding made available by the RTC.
This ordinance / resolution has been adopted by 48 cities, four counties, nine school
districts, DART, The T, NTTA, DFW Airport, DCTA, KART and six other entities in the
North Texas non-attainment area.
Staff recommends approval.
