This request is specifically to construct an electric vehicle charginq station development. The applicant intends to develop a 24-hour, 35,137-square-foot, 24-stall Electric Vehicle (EV) Charging Station development. Three customer canopies totaling 3,375-square feet are proposed: two, 14-foot, and one, 15-foot. There will be three points of access provided by two existing access easements- one easement adjacent to South Main Street, on the west side of the site, and one easement at the northeast corner of the site. PRESENT ZONING AND USE: The property is zoned "CC", Community Commercial District and is undeveloped. HISTORY OF TRACT AND SURROUNDING AREA: The subject property was zoned 1-1" Light Industrial District prior to the 1984 City-wide Rezoning. Main Street Grapevine, TX On behalf of Guggenheim Partners, the developer for the proposed application, we are providing a Project Narrative as part of the Conditional Use Permit package. This application is related to the redevelopment of an existing, vacant 0.8066 acre parcel (Metroplace Addition 2nd Installment, Lot 3, Block 3). The parcel is zoned as Community Commercial District (CC) and our understanding is that a Conditional Use Permit is required for the proposed use (commercial parking lot with EV charging stations). The redevelopment proposes limited demolition of open space as well as asphalt and concrete. The lot will be redeveloped with new asphalt and concrete pavement, concrete sidewalk and curbs, parking lot striping and marking, and landscaping 24 new parking stalls intended for electric vehicle charging will be installed. This includes 2 accessible parking stalls. The electricvehicle infrastructure and electrical equipment will be located on -site as indicated on the site plan. There will also be canopies to protect customers from the elements. Hours of Operation Charging Stations — 24 hours Expected charging times-20-30 min to charge from 10%-80% Other relevant information as key aspects of proposed use and operations BP Pulse charging station hub sites are defined as having 4 or more EV chargers in a single property location. These sites are located when and where the customer needs them, i.e., near public transport and shopping centers. BP Pulse promotes EV adoption through charging with the next generation of EV charging units at speeds of up to 7 times faster than what is available in the market today This application proposes to add these Electric Vehicle (EV) Charging units in the existing parking lot as shown on the attached plans. This application is meant to be an amenityfeature for the existing business use, as customers going to and from Midway Airport and vendors (Uber, Lyft, etc.) would benefit from the direct current fast charge EV dispensers that are proposed. EV adoption in every city across the United States is expected to increase rapidly over the next three (3) years and BP Pulse is offering the most advanced charging technology available. This is a private investment proposal to build a sustainable and long-term EV charging business that will offer inclusive and open access for the general public. The site operates without the need for continual onsite management as all dispenser units are operated with automation control. However, BP Pulse will provide on -site maintenance and upkeep through a 3rd partyvendor to be selected. This vendor will provide trash pickup and haul -off as well as other needs as identified. The schedule of onsite maintenance is anticipated to be once every few days or more often, depending on the need. SEP 0 3 2024 Page 2 August 26, 2024 The site will be open to public use on a 24-hour basis with an anticipated charging time of up to approximately 20-30 minutes per vehicle. Initiation of the chargers are provided through a specific BP app that is downloaded by the customer through BP's website. The app provides the qR code that is used to start the charging process. These chargers are compatible and accessible to all fast -charge capable EVs and are not proprietary to a single brand. Security measures for the site will be provided through 24-hour monitored CCTV cameras placed strategically throughout the site as well as through other measures, such as emergency call buttons in the event of an immediate response need. Emergency call buttons are directed to a 911 operatorwho provides the immediate response. Signage will also be placed throughoutthe site to remind customers to avoid loud noises, loitering, vehicle tow warnings and other notifications as needed. BP Pulse has developed national design standards based on industry best practice, property owner requirements and customer focus groups. All the proposed facilities adequately safeguard the health, safety, and welfare of the occupants of the adjoining and surrounding properties and will not impair the supply of Ilght and air to adjacent properties. These facilities will not unreasonably increase street congestion as they are meant for existing customers of the existing use on the property There is no increase in fire danger or general public safety with the installation and use of the proposed equipment and the proposed scope of work will not impact property values negatively on the subject property or those surrounding It.
